BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The CBT Division in WFP’s Headquarters leads the organization’s global efforts in cash programming and is a dynamic and agile team that works multi-functionally and with a range of innovative partners. Within the Division, the Workforce Planning and Capacity Development team is responsible for building global CBT human resources capacity and capability to achieve excellence in cash programming.
The Consultant will work under the supervision of the soon to be appointed CBT Human Capital Investment Officer and the Chief of Field Support who are responsible overall for the CBT workforce planning and development. The People Training & Development Officer will work with other team members within the CBT Division and across the organization to build and manage a cohesive approach to training needs assessments, instructional design and development, teaching and facilitation practice and the training impact analysis that will be needed to guarantee the delivery of innovative and effective training and development solutions. This approach will contribute towards an increased level of proficiency and performance of our people who deliver cash-transfer programmes in the field.
The cornerstone of this contract will be the development of a training strategy and the management of training framework to support our global CBT workforce and cash-transfer programmes. The People Training & Development Officer will aim to build on the competency levels of globally deployed CBT staff to ensure that the quality of cash programming and individual and collective performances are enhanced. The delivery of the training and development initiatives should also create an opportunity for CBT responders to meet and engage with our leading talent and will equip them with the latest global thinking for sending cash to people.
ACCOUNTABILITIES / RESPONSIBILITIES:
The incumbent will:
- Develop a CBT training strategy to convey an organized approach for the creation of a training and development ecosystem that will contribute towards the professional engagement and retention of the global CBT workforce through people investment.
- Design a comprehensive CBT training manual to include training SOPs, training document templates, and appropriate guidance to standardize and harmonize the delivery of individual and collective CBT training and Simulation Exercise (Sim-Ex) solutions.
- Establish a robust management of training system framework that supports the training needs analysis, design and development, implementation, and evaluation (ADDIE cycle) for the delivery of ‘fit for purpose’ CBT training solutions and Sim-Ex’s.
- Leverage existing CBT training material resources and oversee a wide-ranging audit of current CBT L&D materials. Formulate a project plan to drive continuous improvement which will address existing training content discrepancies, deficiencies, and gaps.
- Design and manage a document review and management plan for all existing and emergent CBT training and Sim-Ex training materials to ensure a plan of action and timeline exists to continuously monitor and review CBT training content.
- Develop a structured competency framework for each emergent skill-profile in collaboration with internal stakeholders to includes clear tasks, prioritization, timeframe, and the breakdown of the activities needed to support the design of training solutions.
- Provide end-to-end guidance to CBT SME focal points during the application of instructional design methodologies which supports the development stages of emergent CBT training and Sim-Ex requirements.
- Utilize enhanced learning technologies in CBT training content to improve the quality of CBT blended learning initiatives (interactive webinars, mobile learning, simulations, gamification, table-top Sim-Ex, webinars, interactive videos, etc.).
- Consult with other WFP functional areas, the Emergencies Division, L&D communities of practice and the HRMTC branch to identify synergies and promote collaboration between different stakeholders to support all CBT training and Sim-Ex initiatives.
- Conduct impact analysis (Kirkpatrick’s 4-level model) and formulate reports based on empirical data and propose continuous improvement initiatives to existing CBT training solutions.
- Curate the CBT Cross-Knowledge learning channel on WFP's learning platform and liaise with WFP’s WeLearn technical teams to ensure SCORM compliant eLearning modules are hosted on the platform.
- Plan, coordinate and facilitate global training both in person (face to face) and using remote options for training delivery.
- Perform other duties as required.
KNOWLEDGE AND SKILLS:
- Highly skilled in instructional design with demonstrated ability to apply these skills across a wide range of media, context and subject matter.
- Exemplary inter-personal and communication skills coupled with an ability to convey complex training solutions and concepts in understandable terms.
- Detailed knowledge of online authoring tools (Articulate 360/ Adobe Captivate, etc.) and other learning technologies.
- Experience in developing high level training design, scripts, and storyboards to support the development of online learning resources.
- Skilled in giving guidance and direction SMEs when collaborating for the design and development of training solutions.
- Skilled in report writing, data collection and effective written communication.
- Exemplary presentation and facilitation skills.
- Strong creative problems solving skills an inherent ability to work without ambiguity, apply a constructive approach and overcoming challenges.
- Proven project management record.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
Advanced university degree in Human Resources, Organizational Design and Development, Training Management, Social Sciences, or a related field.
Experience:
A minimum of 7 years of training management and instructional design experience and the implementation of L&D solutions.
Knowledge and Skills:
- Demonstrated experience in working for an international organization.
- Demonstrated experience in designing and facilitating interactive and engaging workshops and training events.
- Demonstrated experience in designing and facilitating team building activities and workshops.
- Work experience within the UN System is desirable.
Languages:
Fluency (level C) in English language
