KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision by the Senior Programme Associate and overall supervision by the Head of Area-Office, the incumbent will perform the following duties:

  • Coordinate and monitor the implementation of the assistance Programme at the local level, in close collaboration with the cooperating partners (CPs) and relavent stakeholders.
  • Perform as a ADB funded Assets Creation activity focal in Lashio AO, compile data, conduct monitoring, and submit report regularly to both Lashio office and WFP CO (as required).
  • Assess and monitor all the implementation progress of ADB funded Assets creation activity and ensure compliances on the WFP’s updated Assets creation guidelines as well as Enviromental Social Standards (ESS) guideline.
  • Monitor and review the overall food/cash flow to the targeted beneficiaries’ and verify if the amounts received have been properly recorded and ensure received by right people at right amount.
  • Supervise the efficient distribution of food/cash items at the site and ensure proper distribution of entitlements and verify appropriate entitlements are distributed and provide feedback to supervisor and others on the distribution.
  • Assist in the conduct of regular meetings of cooperating partners on the resources management, distribution arrangements, food/cash entitlements and other relevant issues.
  • Assist in the implementation of the plan of action, review achievement and constraints and provide feedback accordingly.
  • Review current agri-related Asset Creation and Livelihood (ACL) activities in order to design agri-related activities within WFP Standard Operation Procedure (SOP) and guidelines. Develop the capacity development plan and trainings for Cooperating Partners (CP) and field staffs to promote food system strengthening approaches for project management and implementation.
  • Conduct the Agri-related trainings for CPs and WFP field staffs based on the professional background.
  • Build capacities of Cooperating Partners’ staff for assessments, implementation, and monitoring of the Assets Creation projects.
  • Assist the WFP Gender focal and implementing partners in encouraging women’s access to economic skills development and sensitizing public opinion on gender issues and gender focused activities; ensure gender equality and women’s empowerment (GEWE).
  • Conduct regular monitoring; enter and verify M&E data for responsible townships and programme on regular basis; upload M&E data to WFP system and tools and prepare monthly distribution report.
  • Work closely with CPs to ensure that projects contribute to the medium- and long-term food security and resilience to shocks and hazards.
  • Report regularly to the supervisor on relevant events regarding food/cash management, distribution and other related issues.
  • Assist in the preparation of Donor and/or any Assets Creation related mission.
  • Perform other related duties as required.

QUALIFICATIONS

EDUCATION

  • Bachelor degree and/or equivalent degree/diploma in agricultural science, development studies with progressive working experiences in food system strengthening and smallholder agricultural market support

WORK EXPERIENCE

  • At least 3 years of progressively responsible in community development and agriculture & food security sectors preferably in agricultural development relating to food system strengthening and smallholder agricultural market support.

KNOWLEDGE AND SKILLS

Experience in following areas is an advantage.

  • Has worked with communities implementing humanitarian relief programmes.
  • Has contributed to data collection and management in implementation of programmes.

LANGUAGE

  • Fluency in both oral and written of English and Myanmar. Communicable in local languages (Shan, Kachin, Ta’ang, Mon, Kayin) will be an added advantage.
