MEAL Officer

Overall objective of vacancy This role's primary purpose is to promote continuous quality in implementing UMR Program-related activities based on evidence, analysis and lessons learned. The MEAL Officer is responsible for establishing and managing a Quality Monitoring System that will enable the Program team to ensure that activities are aligned and appropriate with the program objectives.

Main Responsibilities

● Implements and strengthens MEAL systems and processes to assure achievement and progress towards program objectives and outcomes.

● Develop and review the MEAL Plan for Program and coordinate, monitor and advise on the performance of the quality monitoring system, produce data and report on performance, measuring against set quality benchmarks and standards results during monthly project meetings.

● Develop appropriate quality monitoring tools in close coordination with the program team, partners, and donors.

● Provide technical support and participate as required in all other aspects of MEAL at the field level. Routinely collect and analyze verifiable, quantitative data and share data with relevant stakeholders to inform program design and review.

● Assist in managing internal and external program/project evaluations as necessary and coordinates the planning and execution of baseline, midline, endline assessments, and final evaluations.

● Set up solid feedback and participation mechanisms at the community level, ensuring transparency and accountable programming, and coordinates with other project teams to strengthen information sharing and community engagement strategies and ensure stronger accountability to beneficiary communities

● Capacity building – Implements training and coaching for field office staff to fully understand and promote accountability.

● Works with program units to design and promote accountability systems – information sharing, participation, and feedback /complaint mechanisms.

Skills

Knowledge and Experience:

● Relevant academic background (MEAL)

● Knowledge of current principles and practices of MEAL and accountability principles.

● Minimum 4 years (I)NGO work

● Minimum 3 year in the field of MEAL.

● Demonstrated engagement with local partners, and experience in building capacity

● Demonstrate ability in designing and implementing MEAL plans, log frames, indicators and assessments. Skills and Competencies:

● Competent written and spoken English

● Ability to provide (creative/interactive) trainings

● Excellent communication skills; ability to give and receive feedback

● Result-oriented

● Able to generate attractive data, quantitatively and qualitatively.

● Able to use the M&E systems such as Kobo, survey monkey, ONA
