Junior Consultant – Staff Relations Officer (Home-Based)

The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking a Junior Consultant to provide support to the Staff Relations Branch of the Human Resources Division. The position will be home-based with possible relocation to WFP Headquarters in Rome, Italy.

Organizational Setting and Reporting
The Staff Relations Branch (HRMSR) reports to the Director, Human Resources Division and is responsible for providing strategic advice to senior management in connection with grievances and disciplinary matters. The branch's goal is to protect the integrity and efficiency of the Programme, while also ensuring that WFP's internal justice system reflects principles of fairness and due process. In addition, Staff Relations works with managers, other offices, and staff representative bodies to advance the People Strategy by promoting a healthy workplace environment and constructive relations between staff and management, including through consultations on policy initiatives and through informal resolution of grievances and potential workplace conflict.

Responsibilities
The Junior Consultant is required to support the Chief of Staff Relations and other officers in the Branch with the research, analysis, drafting, logistics and coordination associated with the handling of employment-related cases, grievances, advisory matters, and learning and outreach initiatives, including through inter-action with internal and external stakeholders, as required.
In particular, the Junior Consultant will be responsible for supporting the Chief of Staff Relations and other officers in the unit on the following tasks:

Staff-Management Relations, Coordination and Collaboration:
• Providing background briefings and propose positions on issues related to staff-management relations;
• Supporting processes of informal and formal consultation with Staff Representative Bodies;
• Providing secretariat and liaison support for relations between management and staff representatives;
• Participating in divisional, inter-divisional and inter-agency meetings and working groups on related areas of work.

Internal Justice System:
• Analysing and reviewing investigation reports on misconduct and recommending appropriate action in disciplinary cases;
• Administering the due process requirements and internal policies related to performance rebuttal process and performance-based separations;
• Reviewing grievances from employees and advise on appropriate resolution thereof in accordance with established staff regulations, rules, policies and procedures;
• Participating in relevant ad hoc working groups internally and at the inter-agency levels.

Advisory Services:
• Assisting in the provision of technical advice and support, and policy guidance to the Unit Chief, field HR Officers or managers in HQ and the field on disputes, grievances, as well as issues of conduct and underperformance;
• Assisting in the provision of policy and procedural advice and recommendations to the Unit Chief and/or other officers in the unit on HRMSR areas of work, especially on managing probationary performance, financial-related misconduct and abusive conduct;
• Assisting in the provision of advice and guidance to managers, HR professionals and others on code of conduct, grievances, rights, duties and responsibilities;
• Supporting HR professionals in other offices.

Other:
• Participating in the preparation of reports and special HR/HRMSR project(s);
• Preparing and ensuring compliance with own work plan;
• Contributing to HRMSR initiatives in the field of advocacy and awareness-raising;
• Performing other job-related duties as assigned.

Qualifications & Experience Required
Education:
Advanced university degree in Law or Industrial/Labour Relations, Human Resources Management,
Organizational Development, or a first university degree with additional years of related work experience.

Experience:
• At least 2 years’ practical experience in legal and/or organizational regulatory matters is required.
• Practical experience with the UN system of administration of justice is desirable.
• Practical experience in supporting with administrative law issues of United Nations system organizations is desirable.

Technical Skills, Knowledge & Competencies:
• Proven ability to write in a clear and concise manner and to communicate effectively orally;
• Strong analytical skills and ability to conduct research on a range of legal and/or human resources issues;
• Uses initiative to deliver required outputs and planned results despite changes in operational requirements, organisational priorities or other setbacks;
• Solves potential problems and negative outcomes in a proactive and positive manner;
• Ability to identify priority activities and assignments and adjust priorities as required; allocate appropriate amount of time and resources; foresee risks and plan accordingly. Uses time efficiently.

Language:
• Working knowledge (proficiency/level C) of English and intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages);
