ICLA Technical Coordinator-Durable Solutions

Under the supervision of the ICLA Specialist, the ICLA Legal Coordinator (Durable Solutions) provides overall leadership and strategic direction to NRC ICLA Jordan durable solutions portfolio, with a particular focus upon returns and complementary pathways. The Coordinator provides technical guidance and coordinates on internal processes within ICLA Jordan for refugee-related returns to Syria and complementary pathways. In addition, the Coordinator supports the returns-related and complementary-pathways related research and data collection in coordination with NRC Jordan’s MEAL unit. Although durable solutions are integrated throughout ICLA programming, the position is the primary focal point for durable solutions related grants managed by NRC Jordan as well as durable solutions grants managed by NRC’s Middle East Regional Office (MERO).

Description for Internal Candidates

Under the supervision of the ICLA Specialist, the ICLA Legal Coordinator (Durable Solutions) provides overall leadership and strategic direction to NRC ICLA Jordan durable solutions portfolio, with a particular focus upon returns and complementary pathways. The Coordinator provides technical guidance and coordinates on internal processes within ICLA Jordan for refugee-related returns to Syria and complementary pathways. In addition, the Coordinator supports the returns-related and complementary-pathways related research and data collection in coordination with NRC Jordan’s MEAL unit. Although durable solutions are integrated throughout ICLA programming, the position is the primary focal point for durable solutions related grants managed by NRC Jordan as well as durable solutions grants managed by NRC’s Middle East Regional Office (MERO). The position liaises with Specialists in other core competencies with returns-related information and counselling programming, and anticipated research and programming on complementary pathways.

Responsibilities for Internal Candidates

Generic responsibilities

  • Line management of Core Competency project field staff.
  • Adherence to NRC policies, guidance and procedures.
  • Contribute to Core Competency strategy development, project proposals and provide input on needs and gaps.
  • Manage and implement delegated portfolio of Core Competency projects (activities, budget and project documentation) as delegated from Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality.
  • Provide regular progress reports to Project Manager (Area Manager and Core Competency Specialist if no Project Manager).
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  • Promote and share ideas for improvement and necessary changes in the activities.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of internally displaced/returnees in line with the advocacy strategy.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities

  • Provide overall strategic direction, guidance and coordination on refugee-return related issues and complementary pathways within ICLA Jordan.
  • Provide overall leadership and technical oversight of the durable solutions focused grants managed by NRC Jordan and NRC MERO and technical support to ICLA return-related activities and interventions, as well as forthcoming activities and interventions on complementary pathways.
  • Act as ICLA focal point for other NRC Jordan staff (Advocacy, Protection, etc) and with other NRC ICLA country programmes (in particular NRC MERO and Syria CO) on returns and complementary pathways related issues.
  • In coordination with MEAL Unit and relevant external platforms, identify issues and needs faced by potential returnees to Syria as a basis for needs-based programming.
  • Under the supervision of the ICLA Specialist, draft guidance, forms, templates and procedures to help guide the returns-related work and complementary pathways research of ICLA Jordan.
  • Ensure consistency on ICLA messaging and procedures on return and complementary pathways related issues within ICLA Jordan.
  • Develop information materials (including sessions scripts, videos materials scripts, messaging etc…), and forms and checklists for returns and complementary pathways counseling conducted by ICLA staff and work closely with staff on identifying legal and protection issues and needs arising in the course of the counseling.
  • In coordination with MEAL Unit, contribute to the drafting of analysis, briefing notes, policy briefs related to obstacles/challenges faced by refugees considering return as a durable solution.
  • Raise protection and other Core competencies’ needs arising in the course of returns counselling with Core competencies teams for possible interventions.
  • Develop counselling packages that would be needed for refugees during return, in consultation with senior ICLA management staff
Qualifications for Internal Candidates

Competencies
Competencies are important in order for the employee and the organisation to deliver desired results.
They are relevant for all staff and are divided into the following two categories:

Professional Competencies
Generic professional competencies:

  • Bachelor degree in Law or equivalent; experience as a lawyer in a civil law country is a distinct advantage;
  • Fluency in both Arabic and English and excellent drafting skills in English and Arabic;
  • Minimum 3 years of experience on projects implementing legal aid services in the humanitarian/ development sector;
  • Previous experience working with national authorities;
  • Knowledge of the displacement context in Syria and the Middle East;
  • Previous experience working in programmes in relation to refugee returns is an asset

Context related skills, knowledge and experience:

  • Extensive knowledge of human rights international framework and Jordanian legal framework;
  • Good knowledge of Middle East legal framework;
  • Experience in legal research;
  • Excellent report writing skills in English;
  • Ability to provide high quality briefs, both written and verbal, to a range of stakeholders
  • Background in refugees’ international law is an asset;
  • Background in refugee return in the Middle East region.
