Duties and responsibilities

Generic responsibilities
-Line management of ICLA project staff.
-Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies.
-Contribute to ICLA strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and -market based programmes.
-Manage and implement delegated portfolio of ICLA projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality.
-Provide regular progress reports to PM (AM and CCS if no PM).
-Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
-Promote and share ideas for improvement and necessary changes in the activities.
-Ensure capacity building of project staff and transfer key skills.
-Liaise and collaborate with relevant local authorities and other key stakeholders.
-Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities
-Support ICLA PM and ICLA specialist in designing M&E tools
-Train both Amman and field staff on M&E tools
-Support ICLA PM and ICLA Specialist in designing counselling M&E tools
-Oversee M&E of ICLA activities in the field and M&E reports produced in Amman
-Line manage M&E staff in Amman and the field
-Line manage the ICLA staff in Amman, ensuring they complete all tasks in their workplans on time and to a high level of quality.
-Remotely line manage the ICLA Team Leader in the field.
-Oversee the crafting of the Amman based teams annual and quarterly workplans, and the field team members under your line management in coordination with Field PC and PM.
-Lead, with the support of the PM, quarterly work planning sessions with the team in Amman and relevant field staff to prepare actionable work plans.
-Lead the drafting of quarterly workplans.
-Contribute to annual work planning.
-Proactively lead the exchange of information between the field teams and the other ICLA Project Coordinator based in Amman and the rest of the ICLA team based in Amman.
-To support the Project Manager in the preparation and in co-chairing the Housing, Land and Property Rights Technical Working Group (HLP TWG) meeting as requested.
-To support the preparation and delivery of training/presentations to be delivered in front of coordination forums and bodies as requested.
-Draft NRC Project Cycle Management documents.
-Manage the process and content of drafting reports for internal and external reporting requirements.
-Provide input for the development of new proposals.
-Ensure project field activities are implemented according to the budget.
Oversee monthly BVAs to ensure spending is on track.
In coordination with the PM, modify budgets accordingly when there is a change in programmatic scope.
-Support ICLA PM and Consultant on design of the ICLA research project and data collection tools.
-Provide training on data collection materials to both Amman and field staff members.
-Support ICLA PM in review of draft research, translation and designed publication.
-Oversee the ICLA protection referral system in the field.
-Support analysis and provision of recommendation on challenging Housing, Land and Property rights (HLP) Due Diligence cases.
-Any other reasonable task as instructed by immediate supervisor.

Generic professional competencies

-Bachelor’s degree in a relevant university field.
-Minimum of 3 years of experience from working in a project implementation position in a humanitarian/recovery context.
-Previous experience from working in complex and volatile contexts
-Documented results related to the position’s responsibilities.
-Knowledge about own leadership skills/profile.
-Fluency in Arabic and English, both written and verbal.

Context/ Specific skills, knowledge and experience

-Demonstrated experience in a fast paced work environment and ability to proactively revolve practical issues that arise as part of the implementation.
-Ability to work remotely from the locations where the activities are implemented, without direct contact to beneficiaries.
-Ability to work collaboratively with other ICLA team members.
-Experience in M&E.
-Experience in reporting.
-Experience in administration.
-Ability to work in partnership with the field staff to learn from each other.
-Knowledge of the overall context in Syria will be an asset.
-Excellent English drafting skills, high standard of accuracy and attention to details.
-Strong analytical and numerical skills.
-Excellent computer skills especially MS Excel and Word.
-Solid information, communications, and technology skills are an asset.
-Training or prior achievements in protection will be an asset.
-Ability to work independently in a result-oriented multi-tasking and multi-cultural environment.
-High integrity and confidentiality. Stress and time management.

We can offer

-Contract period: till 31st December 2022, renewable based on performance, funding, and the need for the position.
-Duty Station: This position will be based in the NRC office in Amman, Jordan.
-Salary/benefits: According to NRC’s salary scale and terms and conditions.
