ORGANIZATIONAL CONTEXT
Operating in Haiti since 1969, WFP has progressively adopted a broad portfolio of both humanitarian and development activities in support of the Government’s work on developing sustainable solutions for addressing hunger and malnutrition, working with donors, United Nations agencies and non-governmental organizations (NGOs).
Recently, WFP has been diversifying its portfolio along the humanitarian and development spectrum with preparedness and immediate response emergency operations; recovery and resilience activities, including the implementation of capacity strengthening for social safety nets, school meals, nutrition-sensitive activities as well as progressive local purchases; and the provision of emergency logistics, telecommunications and aviation services.
In order to better support the achievement of SDG 2 "Zero Hunger" by 2030 and in line with its CSP, WFP Haiti is currently enhancing its technical and programming capacity to design, implement and coordinate resilience relevant interventions, with a specific focus on investments in smallholder farmers, especially women, to empower and integrate them economically in food value chains, strengthen their resilience, as well as encouraging local sourcing of foods in institutional markets.
THE ROLE
The Head of Resilience will oversee the design and implementation of programmes related to asset creation and integrated risk management in vulnerable communities as well as nutrition and school feeding programmes fostering integrated development of the overall Resilience Portfolio according to Outcome 2, 3 and 4 (Activity 3 to 6) of WFP Haiti Country Strategic Plan (CSP).
KEY ACCOUNTABILITIES (not all-inclusive)
You will have the following responsibilities:
- Contribute to translate relevant national and corporate policies into country level practices and develop resilience/root causes programme guidance and implementation modalities and operations, to ensure a clear and strong connection between national priorities, HQ and field operations.
- Provide strategic guidance to the CO on resilience related issues to ensure that resilience policies and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
- Provide technical guidance and oversight on resilience programmes design and implementation including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate assistance modalities, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
- Assist counterparts in governments and other partners in identifying, planning, designing, developing and implementing sound, coordinated, and relevant programmes for school feeding, Smallholder Farmers Market Support and food assistance for assets to strengthen government and community ownership and effectiveness of resilience programmes at national and sub-national levels.
- Establish and maintain operational partnerships with UN agencies, specialized institutions and development actors engaged in resilience building, climate crisis and addressing poverty and food insecurity root causes, to identify opportunities of collaborative approaches and initiatives that improve assistance packages and support advocacy work.
- Enhance WFP’s Nexus engagement in relevant forums through direct participation, briefings, information products and other materials.
- Manage operational research and evidence building on issues relevant to resilience, climate crises and root causes related interventions.
- Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
- Contribute to resources mobilisation efforts for WFP projects, including clearly articulating the need on food assistance needs, related resilience, climate crisis and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
- Advice and support the development of functional training in resilience, and root causes to enhance the capacity of WFP staff and partners to design and deliver effective integrated resilience programmes.
- Lead, motivate and develop a team of staff to enable high performance.
- Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget.
- Oversee the design and implementation of School Feeding, Smallholder Farmers Market Support, asset creation activities, and Nutrition cross-cutting interventions (Activity 3 to 6)
- Supervise Activity Managers of School Feeding, Asset creation/ FFA and Nutrition.
- Coordinate with the WFP Monitoring and Evaluation unit to ensure sound monitoring systems and coordinated data gathering, ensuring that due time and quality standards are adhered by.
- Take responsibility for incorporating gender, age, and disabilities equal perspectives in all areas of work, in coordination with the CO Gender & Protection advisor.
- Contribute to Country Office in organizing field missions for donor/media/senior WFP management and ensure that WFP staff, partners and government are informed in due time.

TERMS AND CONDITIONS
- This is an International Professional position (rotational) and candidates must be a national of a country other than the country of assignment.
- Mobility is and continues to be a core contractual requirement in WFP. This position is classified as "rotational" which means the incumbent shall be subject to the regular reassignment process. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
- WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
- The selected candidate will be required to relocate to Port au Prince, Haiti to take up this assignment.
