Job Title: Content manager, Emergency Field Operations Guidance

Type of Contract: CST Level II ; P3/P4 equivalent

Division: Emergency Operations

Duty Station (City, Country): Home-based

Duration: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP’s Emergency Pocketbook (“blue book”) was first developed in 2002. In 2020, the Emergency Division took the lead to relaunch the Emergency Pocketbook, this time in online form, as a one-stop place to host and bring together guidance targeting operators in the field. Today, the Pocketbook is hosted on WFP Manuals online platform and in App form, and contains: emergency elements of WFP functional directives, protocols, and processes; hyperlinks to templates to help guide COs, from CONOPs development to offline receipts to manage operational cash; and tips and risks to watch for based on the experience of emergency responders. The Pocketbook also serves as the foundation content for WFP Emergency Division training programmes, and is a key resource during simulations.

ACCOUNTABILITIES/RESPONSIBILITIES:

As the manager of WFP’s emergency content, the incumbent is the manager of all knowledge related to implementing an emergency response, across functional areas. The incumbent will:

  • Manage the continuous review of content to ensure the Pocketbook is up to date with the latest protocols, delegations of authority, and guidance:
    • Proactively monitor release of new manuals, directives, and circulars.
    • Coordinate with functional areas to update content when required.
    • Where functional owners are unable to and/or there is a gap in functional ownership, develop the content.
  • Liaise with staff deploying to the field to collect feedback on existing content and identify gap areas.
    • Coordinate the revision or develop the new content, as needed.
    • Document, save and share good practices (eg: templates, NfRs, SOPs, etc) which would be useful for other emergency responders.
  • Engage with other divisions / functional areas to inform their guidance as relates to emergencies, to ensure coherence and support that any policies and guidance coming out of HQ are aligned to the realities of emergency operation implementation in the field.

Ensure that content is presented and available for users, as needed by the field:

  • Liaise with IT team in the Emergency Division to strengthen user experience (App, Manuals online platform) based on feedback from the field.
  • Manage the limited release of the Emergency Pocketbook print version and subsequent updates (if needed, depending on user experience and feedback from field operators).
  • Manage the finalization and release of the translated Pocketbook (Ar, Sp, Fr). While the translation will be outsourced, the incumbent will coordinate the review of translated content with subject matter experts, and liaise with TEC, graphic design teams, etc to finalize the launch of the pocketbook (Manuals, App, print) in other languages.

Capacity development:

  • Coordinate with Emergency training division to support the review, update, and development (when needed) of foundations training courses and simulations.
  • Act as Subject-Matter-Expert and/or trainer when needed, for online and in-person trainings and simulations. Where needed, support Regional Bureaux and/or Country Officers in their training content development / implementation.
  • Coordinate with the Emergency Division Young Emerging Talent Initiative (YETI) to build the next generation of emergency responders.
  • Coordinate with functional areas to support functional-specific training development and implementation, to avoid differing guidance (eg: with Programme Learning Journey).

Inter-agency:

  • Liaise with inter-agency counterparts to exchange learning from different agencies guidance and knowledge management approaches (eg UNHCR App).
  • Liaise with partners, eg Food Security Cluster and Humanitarian Partnerships Network, to explore appetite for making parts of WFP’s emergency guidance accessible externally.

OTHER:

  • As part of the Emergency Division, and as a subject matter expert in emergency response, the incumbent may be requested to deploy in an emergency response capacity to support operations. This would fall outside the immediate core ToR of the role, but is essential to ensure that WFP’s Pocketbook is grounded in the needs and realities of field operators.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance.

Experience:

Minimum of 5-7 years relevant professional work experience in implementation, coordination and management of emergency response as an emergency generalist. Experience working with WFP, or NGOs or UN humanitarian agency in the field (country or sub-office experience required). Demonstrated successful experience in the development of content for field users. Clear understanding of humanitarian principles.

Knowledge and Skills:

  • Must be: Proactive self-starter, able to operate with minimal guidance and oversight, and able and willingness to identify opportunities to continuously improve products for the field
  • Strong writing capacity, with ability to develop concise, clear and simple messaging for operators with different language skills, and the ability to adjust messaging to different products and users
  • Understanding of the humanitarian context and culture, ability to work well with people from different cultural backgrounds and technical skills
  • Experience as a frontline responder in a variety of emergency contexts (eg conflict, natural disaster), able to reflect and identify what is useful to enable future emergency responders
