CONTEXT
In the course of 2021, Delegation in Jordan shifted its strategy from support to Syrian refugees to better targeted, individual support to Families of Missing. Accompaniment of FoM is one of four Operational Priorities for 2022, and represents a comprehensive approach led by Protection department, to which EcoSec, Health, PRP and MHPSS departments contribute, in order to answer to multifaceted needs. Considering that the most vulnerable refugees are supported by UNHCR and are receiving regular monthly cash assistance to cover basic needs, ICRC beneficiaries will be identified among those who are not supported by other humanitarian organisations, in order to avoid duplication of assistance. Identified FoM will be offered livelihood assistance, training, mentoring and accompaniment, to ensure sustainability of income.
PURPOSE
The EcoSec Delegate in Amman is the focal point for the Ecosec programs run in Jordan. He/she manages ongoing EcoSec programs for Families of Missing, in a multidisciplinary manner, together with Protection, Health, PRP and MHPSS departments. He/she would also be involved in the innovation projects link to climate risk management initiative of the delegation and develop opportunities to link this project to existing programs of other departments.
RELATIONSHIPS
- EcoSec Co / AMM: General management issues, technical link and operational coordination.
- The EcoSec Delegate is the supervisor of a team of four EcoSec FO in AMM
- Externally maintains and develops a network of governorate level contacts (local authorities and humanitarian organizations).

ACCOUNTABILITIES AND RESPONSIBILITIES
General
- Contributes to setting the strategic orientations for EcoSec issues.
- Contributes to analyzing the security, socioeconomic, cultural and political environment.
- Implements the Ecosec programmes in Jordan.
- Ensures that proper methods, planning, implementation, logistics and reporting are used for all assistance processes.
- Contributes to internal reporting (EPMT, MFR, QER, PfR, and technical reports on the programs).
- Coaches and supervises the EcoSec staff in AMM and develops their capacities.
- Undertakes regular monitoring of the programs.
- Oversees the collection of data using mobile devices and adjust the data collection tool when needed.
- Supervises data management of the program databases and the data transmission for EPMT.
- Takes part in expanding or strengthening the delegation’s network of contacts among the population, the local authorities, and other stakeholders. This includes representing EcoSec internally and externally, establishing and developing a network of contacts with the relevant authorities (Ministries), UN organizations, local and international NGOs, and the private sector, and coordinating with other ICRC units at the Delegation level.
- Performs mid-level quantitative and qualitative data analysis for the programs.
- Keeps the communication plan for the programs up to date for both beneficiaries and authorities.
- Coordinates with the JRCS branches to ensure effective implementation of the capacity building strategy that Ecosec has defined for JRCS.
MEI / Livelihood support for FoM
- Daily management of the MEI Program including approving MEI proposals, follow-up of transactions, performing checks and monitoring the success of the small businesses.
- Reviews and confirms or adapts criteria, processes and procedures of the MEI Program in terms of relevance to the evolving context.
- Reports on the success of the MEI intervention and the impact of new components such as individual mentorship, products promotion and marketing, expanding clients-base, etc., on the outcomes for beneficiaries.
- Closely coordinates with other departments involved in accompaniment programme on FoM cases and program implementation in general.
- Draws conclusions about the intervention to contribute to the PfR discussion and plans for supporting FoMs the following year.
Emergency Assistance for FoM
- In close cooperation with other departments involved in accompaniment programme, reviews assessment reports and provides recommendation if assistance should be provided.
Innovation Projects
- Manages the implementation of the permaculture farming, ensuring that the project achieves intended results based on the objectives.
- Maintains networking and good working collaboration with NARC.
- Supervises monitoring of the implementation, makes necessary adjustments based on findings when needed, and observe proper reporting to hierarchy.
- Documents lessons learned on the project and integrate best practices on the succeeding strategy of the program.
- Explore opportunities in linking the initiative with existing program of other departments.
PEOPLE MANAGEMENT RESPONSIBILITIES
- Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision, ensuring that deadlines for the PMD cycle are met.
- Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.
- Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information.
- Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed.
- Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year.
- Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities.
- Integrates best practice in terms of accountability to beneficiaries throughout the programme-cycle design.
ADDITIONAL DUTIES
- Follows up on all work-related messages and correspondence with the relevant contacts and departments.
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
- Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
- Takes responsibility for their own professional learning and development.
Minimum required knowledge & experience :
- College/university degree in related field
- Minimum 5 years work experience in a similar field of activity
- Strong Team Leadership and Management
- Good command of English language in written and spoken
- Good computer knowledge
- Capacity to adhere to and to implement procedures
- Good communication skills
- Good negotiation skills
