ORGANIZATIONAL CONTEXT
This post is based in Damascus and falls under the direct supervision of the Head of ICT.
JOB PURPOSE
The job holder will apply their knowledge, skills, business analysis tools and techniques to ensure that country office digital processes/solution development, technical implementation needs and expectations are met. Additionally, the person will ensure that necessary planning and design activities for deployment of SCOPE or DTS developed applications are carried out; and that relevant business inputs are provided to the continued development of SCOPE or DTS functionality or capabilities in particular and digital services in general.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Direct supervision of the DAS and DTS teams and management of all projects’ implementation
2. Management and supervision of all ICT activities related to the scale up of SCOPE/DTS/CBT operations and to the development of locally developed solutions following WFP standards.
3. Familiarize themselves with country office assistance strategy and direction and constantly seek and suggest improvements in delivery of assistance through effective application of digital processes.
4. Ensure that guidance is provided to country office business units for both organizational and capacity changes that are needed for effective SCOPE or BIMS operations and mainstreaming of digital process and activities.
5. Coordinate SCOPE or BIMS operations in the country office ensuring involvement of all stakeholder units as per corporate processes. In particular, empower field offices by ensuring complete decentralization of SCOPE processes and operations.
6. Ensure that digital standards are implemented and maintained in collaboration with HQ, RB and CO compliance function.
7. Ensure constructive partnership between DAS team and the functional areas, including other stakeholders, and effectively manage change brought about by use of SCOPE / BIMS processes.
8. Provide technical expertise in IT solution development, functionality, performance, aesthetics, resilience, and use to strengthen the capacity of the IT solutions development team.
9. Produce detailed functional specifications for solution development and write and review documentation appropriate to the System Development Life Cycle for quality, accuracy, and comprehensive coverage of functionality.
10. Manage test scenarios and test cases, review unit testing for quality, accuracy and comprehensive coverage of both functionality and requirements.
11. Manage incoming change, maintenance, and support activities to maximize the business value of developed IT solutions.
12. Contribute to the development of IT solutions project plans and budgets to ensure an effective and efficient project outcome.
13. Conduct IT Assessment in support of CBT requirements.
14. Other responsibilities required or delegated as necessary.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course.
Experience: Minimum five years of post-graduate progressively responsible professional experience in humanitarian aid operations and/or business systems analysis, design and development.
Language: Fluency in both oral and written communication in English. Working knowledge of Arabic desirable
KNOWLEDGE AND SKILLS
• Experience using Tableau report or any reporting tool; MS SQL/ Database experience; SCOPE; MS Excel
• Knowledge of and experience with CBT programming in humanitarian contexts.
• Awareness of technologies used in the delivery of humanitarian assistance
• Possession of a combination of broad range of business skills and technology experience preferably to include general management in business and public sector contexts.
• Business analysis including creation and review of functional and non-functional requirements for technology solutions
• Research and analysis; Market analysis, benchmarking, industry standard best practices, etc. This section is optional to describe additional responsibilities & knowledge required for the specific job.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Has effectively managed IT projects and supervised project team members.
• Has analysed and translated user requirements into new business processes and applications.
• Has formed strong partnerships with relevant parties to help meet WFP’s IT requirements.
TERMS AND CONDITIONS
Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 4 years. This LFT position will be based in Damascus, Syria and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
