Consultancy Title: Support the Ministry of Water and Irrigation in the Development of the Water and Sanitation Vulnerability Maps ( 3 months) Amman-Jordan

Purpose of Activity/Assignment:

The objective of this consultancy is to support the MWI/WAJ in leading the water and sanitation vulnerability assessment; coordinating data collection, analysis and visualization for updating the water and sanitation vulnerability maps for 2022, and building the capacity of MWI/WAJ staff for taking a leading role in vulnerability assessments in the future.

How can you make a difference?

Scope of Work:

The consultant will undertake the following activities as a minimum:

1. Under the leadership of the MWI / WAJ, support the establishment of a task force (TF) to lead on the enhancement and update of the existing water and sanitation vulnerability maps, including most relevant stakeholders within the Ministry and its Departments, including WAJ, other Ministries, supporting partners and other relevant institutions. Following the consultation phase, the consultant should submit a proposal for the composition of such group, identifying the role of each member.

2. Review of existing mechanisms for prioritization and identification of most vulnerable areas, including sector roadmaps, previous vulnerability mapping exercises, the Climate Rationale, including those supported by UNICEF, as well as other partners and the evolution of the water and sanitation maps over the years

3. Coordinate with the established TF and lead on identifying and documenting the vulnerability criteria, data requirements and propose a calculation and weighing methodology, in consultation with relevant stakeholders. The consultant is required to review and document the vulnerability criteria used in previous mapping exercises and expand to include new and updated data with additional parameters as agreed with UNICEF and the MWI. As part of the proposal, the consultant should include a specific list of existing and any new data required for applying the proposed methodology, including sources of information and institutions responsible for it.

4. Based on the above, develop a framework for data collection of information including but not limited to:

a. Type of data, source and frequency.

b. Availability of data and assumptions to bridge information gaps

c. Any requirements/limitations for the data to be accessed on a regular basis

d. Mechanism to formalize predictability in accessing the data / cross-sectoral / cross-department agreement / platform

e. Responsibility within MWI/WAJ and other stakeholders for data collection

f. Propositions of means to simplify and optimize data collection

5. Coordinate with the task force for data collection and validation from relevant stakeholder and support the TF in conducting necessary data analysis for updating the 2022 vulnerability maps. The consultant should ensure coordination and consultation with all stakeholders involved.

6. Work closely with the ArcGIS department at MWI/WAJ for the water and sanitation maps’ development and visualization.

7. Throughout the assignment, the consultant should ensure full engagement of the TF members and build necessary capacity to institutionalize water and sanitation vulnerability mapping.

8. Identify, map and report on mechanisms and structures for conducting the vulnerability assessment and updating the water and sanitation vulnerability maps by the MWI/WAJ. UNICEF, MWI/WAJ, and the consultant will agree on the structure of documentation for data sharing, analysis, and visualization of the vulnerability maps.

Organize and facilitate findings dissemination and visualization sessions as agreed with MWI and UNICEF and coordinate for publishing of results on the MWI website.

To qualify as an advocate for every child you will have…

  • Education: An advanced university degree (Master's level) in Social Sciences, Public Health, Engineering or related technical field relevant to WASH.
  • Experience: Ten years of progressively relevant work experience in qualitative and quantitative analysis and management of data in relation to water, sanitation, and climate change.

    • Extensive Knowledge and experience in institutional capacity assessment and strategic planning, design and management of humanitarian and development projects.

    • Knowledge of vulnerability assessment and mapping exercises.

    • Proven ability to develop strategies, guidelines, frameworks and action plans on development initiatives preferably on WASH in developing countries.

    • Demonstrated experience in interfacing with Government, UN agencies, NGO's and donors particularly on policy issues.

    • Proven ability to express clearly and concisely ideas and concepts in written and oral form in English. Excellent report writing and research skills

  • Language: Fluency in Arabic and English is required.

  • The consultant should have all hardware and software in order to enable them to perform all responsibilities connected to these Terms of Reference.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

Child Safeguarding remarks:
This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
