The Norwegian Nobel Committee has decided to award the Nobel Peace Prize 2020 to the World Food Programme for its efforts to combat hunger and its contribution to better conditions for peace in conflict-affected areas.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The WFP uses cash transfers to empower people with the choice to address their essential needs in local markets, while also helping to boost these markets.

Cash transfers have grown rapidly. In 2020, WFP transferred a record-high US$2.1 billion of purchasing power to people in 67 countries- up from US$10 million in 10 countries in 2009. Cash represents about 37% of WFP’s assistance portfolio, and comes to enhance the flexibility, efficiency, and beneficiary choice of humanitarian assistance.

The Retail & Markets’ based Supply Chain Unit (SCOLR), is responsible to establish and mainstream the organization’s policies, procedures, and systems that promote sustainable retail and markets’ operations required to achieve Zero Hunger, both in regular and emergency operations.

The consultant will be responsible to provide essential day-to-day technical assistance to country offices for the proper execution of core business processes, assist the formulation of country market-based intervention strategies, as well as augment SCOLR’s capacity to deploy and support during emergencies.

KEY ACCOUNTABILITIES

  1. Assist in or Lead market intelligence activities to respond to the feasibility of deploying Cash or Voucher modalities, and identify root-causes of market inefficiencies to formulate market capacity augmentation activities
  2. Support cross-functional teams in the deployment of the appropriate corporate standard process and tools for strategically engaging with market actors that best support the delivery of Cash-Based Transfer & Commodity Voucher assistance, especially in emergency operations
  3. Liaise with Field Support Unit, to assure coordinated and proactive approach in emergencies, including mainstreaming the adoption of the updated corporate Minimum Preparedness Measures by country offices
  4. Identify opportunities & recommend strategic emergency measures or business process changes of high impact to enhance the agility of setting up Cash-Based Transfer & Commodity Voucher operations
  5. Liaise with Procurement, Monitoring & Evaluation and Vulnerability Assessment Mapping units to ensure proper contract management actions and follow up vendor performance monitoring activities
  6. Support/ deliver WFP staff and/or external partner capacity building activities (e.g. retail operations optimization), including trainings
  7. Assist to formulate new or review corporate manuals and tools that support the execution of Supply Chain Cash-Based Transfer & Commodity Voucher activities.

STANDARD MINIMUM REQUIREMENTS

Education

Master’s University degree in business, economics, statistics, mathematics, international development and/or related field.

Experience

Minimum 3 years of experience in a Supply Chain function.

Previous experience in CBT and Voucher operations, Supply Chain planning and working knowledge of WFP’s standard operating procedures and digital tools (Retailer Onboarding and Contracting App, Market Systems Analysis, Market Functionality Index et al.) is an asset.

Language

Fluent written and oral communication in English as well as another UN language as a minimum (Arabic, Chinese, French, Russian, and Spanish).

Multiple UN languages will be an asset for applicants, as the role foresees field support across all WFP regions.
