Position: Risk and Compliance Advisor
Job purpose:
World Vision is seeking a dynamic and detail-oriented professional to provide compliance oversight and quality assurance for partner activities in the field. Central to the role is representing WV values and compliance assurance standards and practices. The Compliance advisor will assist senior and middle management in achieving strict adherence to WV compliance standards by partner organizations by providing detailed assessments as to the efficiency, effectiveness, compliance, and financial regularity of partner operations. The Compliance advisor will proactively identify any risk or compliance issues and perform periodic spot checks on the partner organization’s finances, programming and operations. The Compliance advisor is responsible to increase the awareness of compliance within our organization and the partner organizations, and to create a Compliance Framework to support the teams to comply with relevant regulatory and internal requirements.
Major Responsibilities:
Partner Compliance
- Is responsible for the quality of the work of the field compliance officer.
- Contribute to developing effective Implementing Partner relationships in regards to compliance and audit aspects such as due diligence and mitigation plan follow-up.
- Ensure the toolkit for partnership engagement, implementation, and management throughout project cycle is tailored for any specific needs or risks faced in Syria Response programming
- Assist in reviewing partner financial, procurement, human resources records by spot-checking accounting reports and statements, reviewing journal entries and vouchers, employment records, supply chain management records, as well as vendor and employee screening in order to ensure smooth functioning of sub-grant awards.
- Assist in BIS license requirement and tracker, and ensure due-diligence requirements are in place.
- Participation in tender committees and spot-checking and oversight provided for partner tender related documents and procurement activities.
- Monitoring partner compliance with WV and donor rules and guidance throughout the lifecycle of our work with the partner, including: Communicating any issues to partners, and assisting them in resolving issues of noncompliance; Reviewing partner interim and final reports for donor compliance criteria, prior to submission.
- Review and conduct desk verification on documents/ forms received by the partners on a risk based approach.
- Perform periodic compliance audits to evaluate partner’s compliance with WV global P&C policies and proper filing of signed policy documents.
- Perform periodic compliance audits to evaluate partner’s compliance with Block Party screening guidelines.
- Contribute to organizational capacity assessment and the completion of Capacity development action plan.
- Create awareness in the partner organizations for the importance of compliance and the associated risks of incompliance
- Review sub grant agreements and submit them for approval to the Response director
- Provide training to the partners when needed.
Risk management coordination
- Coordinate the work of the risk management committee
- Help to create an organization that is aware of risks and mitigating measures
Incident management coordination
- Ensure that an adequate system is in place to monitor incidents
- Coordinate and monitor the work of focal points for each incident
- Ensure that incidents are properly closed
- If necessary, coordinate with the regional office and global centre
- Provide management information on incidents to the Senior Leadership Team
Organizational compliance
- Ensure there are appropriate compliance tools available for other compliance staff or WVI staff to fulfil their compliance responsibility within the organization
- Keep up to date with changes in the regulatory environment or WVI policies which have a significant impact on compliance related issues and ensure the relevant team members are aware of these changes in the compliance requirements.
- Maintain an up to date database of all World Vision compliance documents for easy access of all Syria Response staff.
- Conduct periodic reviews of internal controls to ensure compliance procedures and protocols are followed.
- Report the main findings and recommendations to the Finance and Response Director and draft an action plan with measures for mitigating and preventing such risks.
Donor compliance
- Review all donor contracts regarding compliance requirements and the ability of the Syria Response to abide by them
- Maintain a good understanding of the compliance requirements of various donors
- Be a resource person for project and other staff
Required Professional Experience
- Knowledge and expertise in various aspects of the program management cycle, donor regulations and compliance.
- Two years working experience in relevant field (report writing, academic research, international non-governmental organizations work, law, risk and data analysis, grant quality and compliance)
- Excellent organizational, analytical and oral and written communication skills in English
- Excellent and proven interpersonal and communication skills, particularly with fellow staff, donors and stakeholders
- Demonstrated leadership skills in working collaboratively with other partners, donors, stakeholders, host country institutions and international organizations in support of a grant acquisition and/or grant management of a project.
- Proven ability to analyze financial data to inform programmatic management decisions as per organization’s strategy.
- Ability to work effectively under pressure and handle multiple tasks.
- Strong organization and time management skills and attention to detail.
- Ability to work effectively with teams and communities.
- Knowledge of and familiarity of the Syrian Crisis.
- Ability to analyze and integrate feedback from diverse teams and reach common ground.
- Computer literate with a high degree of proficiency and productivity – specifically excellent computer skills with proficiency in Microsoft Word, Excel, PPT and DB software like Power BI.
- High sense of responsibility and attention to detail as this position manages financial data.
Required Education, training, license, registration, and certification
- University degree relevant to the field of international relations, disaster management, international development and or Business administration.
Preferred Knowledge and Qualifications
- Master’s degree
- Experience as an internal auditor
- Experience in this role in the NGO sector
