Project officer – Result Based Management – Jordan
The Forum of Federations is an international governance organization founded by Canada and funded by nine other partner governments. It develops and shares comparative expertise on the practice of federal and decentralized governance through a global network. It’s mission is to strengthen inclusive and responsive governance, including pluralism and gender equality, in federal, decentralized, and transitioning countries. The Government of Canada has granted funding to the Forum of Federations for the implementation of a women’s leadership and empowerment project in the MENA region (Jordan, Morocco, and Tunisia). The project "Empowering Women for Leadership Roles in the MENA Region -Jordan-Morocco-Tunisia” aims to promote gender equality and human rights by developing women’s leadership capacities. Context
The project "Empowering Women for Leadership Roles in the MENA Region -Jordan-Morocco-Tunisia” is directed by a Senior Director based in the Forum’s HQ in Ottawa who is assisted by a Regional Director based in Tunis. It is implemented via country offices in each of the three project countries. Each country program is directed by a Country Director who is supported by one RBM Officer and one Finance and Logistics Officer. The Forum of Federations – Jordan is seeking to hire a Result-Based Management Project Officer to be part of the project team (based in Jordan) to work closely with the Jordan-based Country Director in delivering the Forum’s project activities in Jordan. Under the supervision of the Jordan Country Director, the hired project officer will provide technical support on effective implementation of RBM, and operationalize the project’s results-based monitoring and reporting tasks related to the Jordan component of the Women’s Leadership Project. S/he will also work closely with the HQ RBM Manager and the RBM Officers in Tunis and Rabat to ensure that the overall project RBM and reporting requirements are well coordinated and delivered.
Description of Position and Key Responsibilities of the Result Based Management Project Officer-
The Results-Based Management Project Officer’s duties will include the following:

Assist the Country Director in developing narrative reports and other input required by the project’s funder, the Forum’s Board of Director’s and the project’s Steering Committee and other audiences as required;
+ Collect and analyze quantitative and qualitative data for project monitoring and reporting
+ Collect impact stories stemming from the project activities and engagements and draft those impact stories in close collaboration with the project teams for internal and external audiences
+ Assist the Country Director in monitoring and collating information on the activities of aid organizations and funding agencies.

Provide technical support to the Country Director to strengthen and refine results-based project planning, implementation and monitoring to reflect Global Affairs Canada’s (GAC’s) RBM approaches and priorities;
+ Using the tools and templates developed for the project, collect, compile, analyze and present monitoring, learning, and evaluation data (MLE) for reporting and monitoring purposes;
+ In collaboration with the project RBM team, preparing or refining formats/templates to ensure that key documents are results-oriented (e.g. for work plans, progress reports, and consultant terms of reference and reports);
+ Participate to the strategic thinking of the project implementation
+ Give constructive feedbacks related to the project performance to assist the country director in the decision-making
+ Maintain organized and accessible archives of all M&E documents by project and country and share them upon request.

Liaise with the M& E focal points at the partner organizations to facilitate smooth program delivery and reporting;
+ Build the capacity of the partners monitoring and evaluation officers in RBM to: (1) adopt a results-based orientation and foster a similar orientation in partners; (2) engage in results-based planning, monitoring and reporting; and (3) maximize the capture and reporting of expected and unexpected results (4) application and use of institutional M&E tools;( 5) on-site project monitoring; (6) evaluation of information and data quality. (6) Design and deliver RBM-focused training for partners, as requested;

Collaborate with other country project RBM officers and Forum HQ RBM Manager for smooth monitoring and evaluation consolidated reporting.
+ Attend weekly RBM Meetings the project RBM team organized by the Forum of Federations headquarter

Review key project documents

Follow-up on activities and meetings: develop web and progress reports, update contact database, follow-up on actions to be carried out;

Contribute to the preparation of various written outputs, including draft background papers, analytical notes, sections of reports, and inputs to publications.

Perform other duties as assigned by supervisor.
Required Qualifications and Experience:

Two years’ prior experience working on project implementation

Master’s degree in a related field (social sciences, data sciences, international development, economics, women/gender studies, or a related field.) with a minimum of one year practical experience working on RBM in development projects or a first-level university degree in combination with a minimum of 2 years practical experience in RBM may be accepted in lieu of the advanced university degree.

Knowledge of the socio-political challenges and environment in the MENA region and especially Jordan;

Sound understanding of RBM principles, approaches and tools. Minimum 2 years’ practical experience in Results Based Management (RBM), monitoring and evaluation (M&E) related tasks in a national, regional, or international project context. Knowledge of Global Affairs Canada (GAC) projects and RBM reporting policies is an asset;
+ Experience in knowledge and data management (retrieving, cleaning, analyzing as well as experience with results reporting, data visualization and presenting.
+ Having a working experience in Monitoring and Evaluation in the interface of capacity development and women empowerment projects, will be an asset.
+ Specialized certificates in RBM and/or M&E would be an advantage
+ Prior experience in building the capacity of project partner monitoring and evaluation focal points in practical applications of RBM, including results-based work planning and progress reporting, it is an asset;

Excellent synthesis, analysis, and writing skills.

Excellent organizational and time management skills. Capacity to work flexible hours and work under pressure.

Proficiency in Microsoft Office products and Outlook. Strong presentation skills, including knowledge of PowerPoint.

Excellent team player with strong interpersonal skills and ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity. Ability to work well with colleagues holding different levels of responsibility.

Good knowledge of the political, economic and social situation of the country and the MENA region is highly appreciated.
Language Requirements:

Proficiency (oral and written) in Arabic and English;
* Knowledge of French language is an asset given that the project has programs in Tunisia and Morocco.
