Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29,738 JOD yearly.

Introduction

The BMZ (through KfW) funded Employment Intensive Investment Program (EIIP) in Jordan started in 2016 with the objective of providing employment to Syrian refugees and host Jordanian communities. Since then the project has expanded its focus from employment creation to the construction and maintenance of public infrastructure and the skills development of beneficiaries to improve their employability in the Jordanian labour market, while continuing the local economic benefits of large scale employment following the principles of decent work.

The programme in its sixth phase under Outcome 2 ‘Improved perspectives for longer term employment and income of Syrian refugees and vulnerable Jordanians’ will implement activities related to skills development (vocational training, work-based learning etc.) and entrepreneurship training.

The Finance and Administrative Officer will directly report to the Chief Technical Advisor (CTA), while closely coordinating with the Chief Regional Administrative Services (C/RAS) Unit in the Regional Officer for Arab States (ROAS), Beirut. The incumbent will perform the following tasks:

Description of Duties

  • Prepare expenditure forecasts, budget proposals and estimates for project funds. Assemble and present statistical information. Maintain financial records of allocations, expenditure control data and reconciliation statements of expenditures for all sources of funds. Monitor the operations of US dollar and local currency accounts and ensure an adequate balance of deposits. Keep custody of the accounting records.
  • Review the budget of the activities and prepare the budget revision of the project as a whole. Assist and guide project management in monitoring project funds as well as in maintaining the internal financial controls of the project.
  • Responsible for monitoring and conservation of documents relating to a variety of project personnel actions in close coordination with Regional Administrative Services (C/RAS)/ in Regional Office for Arab States (ROAS) Beirut and in accordance with established policies and procedures.
  • In close coordination with C/RAS, provide guidance and information to staff on rules, regulations and procedures concerning conditions of service and on other personnel administrative issues.
  • In close coordination with C/RAS, prepare draft vacancy announcements, place advertisements, respond to requests for information from potential project candidates and conduct preliminary interviews and skill tests.
  • Brief project experts and other officials on financial, and administrative matters.
  • Organize travel plans and arrangements for project staff.
  • Arrange for the local procurement, maintenance and safekeeping of equipment, furniture, vehicles and supplies for the project, as well as the maintenance and security of project office premises.
  • Expedite customs clearance of goods and personal effects and the processing of immigration applications and other formalities.
  • Ensure logistical support for seminars, workshops, training sessions and meetings.

  • Monitor the use, safekeeping and maintenance of project records, and advise project management on new or improved office procedures and practices.
  • Maintain liaison on daily administrative matters with local banks, insurance companies, government agencies, other UN agencies, etc., and attend inter-agency meetings to discuss issues of common interest.
  • Prepare correspondence on financial, personnel and administrative matters to ROAS, and prepare correspondence for the supervisor's signature to government officials, international organizations and other outside bodies.
  • Undertake missions to project sites to provide briefing and to resolve problems of a financial or administrative nature.
  • Supervise the work of project support staff.
  • Perform other duties as may be assigned by the supervisor.

Required qualifications

Education

Completion of secondary school education, plus formal training in accounting and/or finance from in a recognized commercial school or equivalent.

Experience

Two to three years of finance and accounting experience. In addition procurement experience in an international organization is preferable.

Languages

Excellent knowledge of the English and Arabic language is required and knowledge of other working languages of the duty station will be an advantage.

  • Knowledge of the office's financial, administrative and personnel rules, regulations and procedures.
  • Knowledge of national/local laws and regulations as pertinent to the areas of responsibility.
  • Knowledge of the office's programming matters and activities.
  • Ability to interpret administrative information, to identify and analyse problems, and to understand the different components and how they inter-relate.
