Position Summary:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

The work location can be Jubail or Ras-Al-Khair.

Major Responsibilities:

The Senior Safety Engineer reports to the Project ESH Manager.
Conduct project wide ES&H initiates, including but not limited to: vehicle Inspection campaigns, focused assessments of contract work site: work at height safety, chemical storage, traffic & pedestrian management, environmental inspections, scaffold, PPE, excavations etc.
Provides technical support & review of client contactor method statements and risk assessments.
Provide technical ESH supports to construction department and client contractors.

Job Dimensions:

A. Supervision Received:

Receives direction from the Project ESH Manager.

B. Supervision Exercised:

May directly supervise Client & Bechtel trainees, graduates and/or others on the direction of Project ES&H Manager and provide technical ES&H oversight and direction to construction colleagues, client’s contractors and subcontractors.

C. Contacts:

Maintains relationships with internal organizations (e.g., engineering, construction), customer, and contractor/subcontractor.
Maintains contact with other safety personnel to keep them informed of changing requirements and to provide technical assistance as needed.
Maintains contact with ‘customers’ to exchange information on safety issues, technical advances, and new technologies.

Job Duties:

Conduct project wide ES&H initiates, including but not limited to: vehicle Inspection campaigns, focused assessments of contract work site: work at height safety, chemical storage, traffic & pedestrian management, environmental inspections, scaffold, PPE, excavations etc.
Provides technical support & review of client contactor method statements and risk assessments.
Provides safety technical support and assistance to contract projects during site visits.
Participates in meetings with customers, project construction colleagues, and client contractors/subcontractors to advise them of safety requirements that may affect ES&H during the scope of the works.
Provides recommendations and input for revising safety procedures, work processes, and other improvement measures.
Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project’s ES&H Manual.
Provide detailed reports on corrective actions.
Produce training presentations and deliver training when required to.
Take on additional duties as when given by the Project ES&H Manager.

Skills and Qualifications:

A. Essential Technical:

College/University degree in a subject relevant to Management of ESH, construction or engineering from an accredited college or university.
Minimum 12 years’ experience in construction industry and/or prior extensive work experience in related fields leading to a thorough understanding of the role requirements as listed.
Must be able to demonstrate experience of implementing all aspects of Construction ESH Management.
Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project’s ES&H plan.

B. Essential Behavioral:

Must be able to demonstrate excellent communication and interpersonal skills to explain ESH related work processes and standards to contractors.
Prepare ESH training presentations, and deliver training sessions when required.

C. Preferred Technical:

Significant experience working with construction contractors to ensure related ESH standards are understood and complied with.
Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety (behavioral safety) processes and procedures.
Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
Experience in safety inspections/assessments during construction
Knowledge of engineering and construction systems, methods, and work processes.
Environmental Management, including implementation and maintenance of the project Environmental Management System which in line with ISO14001 & Implementation of Construction Waste Management Plans.
Implementation and maintenance of the project ESH Management System in line with ISO18001.
Knowledge of national and international environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during project execution.
Knowledge of engineering and construction systems, methods, and work processes.
Knowledge of construction planning and execution.
Experience in environmental monitoring and compliance inspection during construction.
Knowledge of hazardous materials and waste management, erosion and sediment control methods, and restoration techniques.
NEBOSH / International General Certification preferred (or similar internal recognized ESH certification).

D. Preferred Behavioral:

Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
Demonstrated ability to influence key stakeholders to make critical decisions where required.
