ORGANIZATIONAL CONTEXT

Background

WFP’s strategic priorities are focused on combatting the key drivers of hunger to support countries in their efforts to achieve the Sustainable Development Goals (SDGs), guided by SDG 2 on ending hunger and malnutrition and SDG 17 on revitalizing partnerships for the implementation of the global development agenda. As conflict, climate crises and economic shocks become more frequent, WFP’s strategic priorities will be to support people in meeting their urgent food and nutrition needs and achieving better nutrition, health, education, and sustainable livelihoods. Work on these priorities can also contribute to health and well-being around the world by supporting vulnerable and often left-behind populations such as people living with HIV and TB.

WFP has been one of 11 co-sponsoring organizations to The Joint United Nations Programme on HIV/AIDS (UNAIDS) since 2003. Under the UNAIDS division of labour, WFP co-convenes one inter-agency task team on HIV-sensitive social protection, with the International Labour Organization, and another on addressing HIV in humanitarian emergencies, with the Office of the United Nations High Commissioner for Refugees. WFP helps to lead context-specific programming, advocacy efforts and the development of technical and operational guidance together with other United Nations entities, academia, non-governmental organizations, civil society, and donors.

About the Project

WFP is accountable to UNAIDS through annual reporting on progress under the UNAIDS unified budget, results, and accountability framework (UBRAF). The framework brings together the HIV responses of all UNAIDS co-sponsoring organizations, promoting coherence and coordination in planning and implementation. An annual core allocation from UNAIDS per cosponsor offers a degree of predictability in implementation and programming. WFP is responsible for planning, programming, operating, and reporting on all aspects related to the UBRAF on an annual basis.

WFP helps to jointly develop the UNAIDS UBRAF, and associated indicators, and lead coordination efforts on strategic priorities and programming related to social protection and HIV in emergency and humanitarian settings in concert with other cosponsors. WFP works to monitor and report on all global progress made regarding the HIV portfolio, reporting to UNAIDS on achievements, implementation, and financial expenditure at global, regional, and country levels.

KEY ACCOUNTABILITIES (not all-inclusive)

Manage WFP’s contribution to the UNAIDS UBRAF

  • Coordinate and lead WFP’s UBRAF reporting with Regional and Country Office colleagues, including UNAIDS’ online reporting platform JPMS, country and regional level reporting, global level reporting, including but not limited to Strategic Result Area reporting and Organizational reporting and provide quality assurance and fact-checking on all UBRAF/UNAIDS reporting documents.
  • Oversee all aspects of WFP’s inputs towards various UNAIDS Joint Programme documents including, but not limited to, ECOSOC documents, Programme Coordinating Board (PCB), relevant strategic and policy materials, and the UBRAF.
  • Ensure 100 percent of WFP country and regional offices provided into towards UNAIDS country and regional level reporting platform JPMS.
  • Provide technical back-stopping to WFP RBx/CO level for all planning and reporting activities related to the UBRAF.

Maintain UNAIDS partnership at a global level by and manage strategic information

  • Lead and coordinate the preparation for all UNAIDS-related meetings, including strategic support of WFP’s HIV Global Coordinator (GC), Nutrition Division Deputy and Director, WFP Executives.
  • Develop briefs, talking points, and documents for meetings including the UNAIDS Global Coordinator meetings, UNAIDS Committee of Co-sponsoring Organisation meetings (CCO), UNAIDS PCB meetings, extraordinary meetings, thematic events, retreats and other such events.
  • Acting as the WFP UNAIDS Focal Point, and thereby acting as the point person for ongoing UNAIDS and CCO communications, representing WFP at cosponsor Focal Point meetings, calls and other such discussions, meetings, and events.
  • Inform WFP Regional HIV Focal Points and Regional Nutrition Advisers of relevant global updates from UNAIDS.
  • Maintain and ensure strategic and programmatic alignment with key agency partners like the ILO and UNHCR.

Assist in the management and oversight on all HIV-related funding, reporting, trust-fund management, and grant extensions

  • Together with NUT finance officer, oversee annual TFAI trust fund inclusive of UNAIDS’ various resource modalities and envelopes.
  • Liaise with regional and HQ finance colleagues to ensure all funds from UNAIDS have been transferred and programmed at RBx/CO level.
  • Review all regional proposals for core UNAIDS funds and provide strategic guidance to WFP’s HIV Global Coordinator.
  • Ensure maximum fund expenditure at global, regional, and country levels and provide annual financial reporting to UNAIDS Finance Office.
  • Liaise with UNAIDS Finance office/WFP technical units for all re-programming and cost-extension requests.

Oversee the preparation of documents, including correspondence, briefings, and other materials for WFP senior management

  • Lead and draft HIV report and update for the Executive Board summer session.
  • Prepare briefs, talking points, and background documents for WFP’s Executive and senior management, NUT Director and Deputy Director.

Oversee operations analysis and data

  • Supervise the development and implementation of an HIV dashboard to streamline reporting.
  • Oversee the development of high-quality geographic and programmatic coverage maps that can be used for advocacy purposes at global, regional, and country levels.
  • Manage end-of-year internal WFP reporting processes (ACR) to inform annual HIV Policy update to WFP’s Executive Board, the Nutrition in Numbers report, and other internal and external materials.

Knowledge management and dissemination of findings from the HIV portfolio

  • Share relevant policy and programmatic information within the Nutrition Division and other units such as Social Protection to ensure alignment and integration.
  • Liaise with the NUT Knowledge Management team to organise dissemination activities such as webinars and publications, as needed.
  • When possible, assist in the development of manuscripts for submission to peer-reviewed journals.
  • Presentation at academic webinars conferences, as relevant.

Perform any other relevant duties, as requested.



  • Represent WFP during meetings with partners to contribute to strategic and technical discussions, exchange of knowledge and experience, and identify areas for potential collaboration.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Master’s degree in public health, Epidemiology, Nutrition, or related field, or First University degree in the same subject(s) with additional years of related work experience

Experience:

You have:

  • At least 5 years of working experience working in public health or nutrition-related fields and coordination of health-related activities

Language:

You have:

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

TERMS AND CONDITIONS

A limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period, to a max of 4 years.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The position is based in Rome, Italy and the selected candidate will be expected to relocate.
