ORGANISATIONAL CONTEXT

Assisting more than 100 million people in over 80 countries each year, the World Food Programme (WFP) is the leading humanitarian food security organisation – saving and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. To achieve its mandate, WFP must ensure that it reaches the right people and that it manages its relationship with those individuals and their communities in a responsible, accountable, and effective manner.

Guided by WFP’s Strategic Plan (2022-2025), the Emergencies and Transitions Unit (PRO-P) is responsible for key thematic areas critical to achieving people-centred programming:[1] protection, accountability to affected populations, humanitarian access and conflict sensitivity. PRO-P has recently restructured, shifting from a thematic- to function-based model to better integrate thematic content and deliver support to field operations across the programme cycle.

PRO-P functions through two interdependent pillars: 1. Strategy and Partnerships: helping position WFP within the wider humanitarian and development spheres; and 2. Programme and Field Support: focused on the design and operationalization of innovative programme models to bridge the policy- practice gap.

Within the Programme and Field Support pillar, the Data and Analytics (DA) sub-unit supports PRO-P to define, develop and deliver programme standards, products, and services by providing core data collection, management, analysis, use and measurement functions. In support of these objectives, the DA sub-team objectives for 2022-2023 include:

  1. Developing a functional framework for community feedback data within the larger landscape of people-centred data;
  2. Systematising the collection, management, mixed-method analysis, and presentation of community feedback mechanism (CFM) data with a focus on utilization to achieve improved people-centred programming.
  3. Developing and implementing a holistic digital solution package for CFM data.
  4. Reviewing of relevant monitoring and measurement frameworks with a view to streamline measurement and monitoring efforts and develop new frameworks as needed to track progress against commitments in achieving people-centred programming standards.

JOB PURPOSE

Within the Data and Analytics Team, and under the direct supervision of the Analytics & Measurement officer, the incumbent will support PRO-P unit's key activities, Regional Bureaux and Country Offices as needed, in the design and implementation of analytical tools and methods for better analysis of PRO-P related data, with a special focus on Community Feedback Mechanism (CFM).

The consultant will be expected to:

  • Support in designing analytical frameworks to foster evidence-based understanding for community feedback data within the larger landscape of community engagement.
  • Systematise the collection, management, mixed-method analysis, presentation and utilization of CFM data to improve people-centred programming.
  • Share guidance and knowledge with the aim of building the capacity of WFP divisions and offices to support an evidence-based culture to achieve people-centered programming.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  1. Contribute to the development of standard corporate systems & structures to collect, manage, analyse and utilize community feedback data to adapt WFP intervention for the purpose of fostering WFP accountability to Affected Populations (APs).
  2. Develop guidance material, tools and templates to support COs in adopting standardized corporate processes and systems to analyse and utilize community feedback for programme adaptation.
  3. Contribute to the development of a CFM in-emergencies package and lead the full range of field-implementation/deployment of the solution as needed.
  4. Develop training resources and deliver training sessions for HQ, Regional Bureaux (RBX), and Country Offices (COs) audiences as needed to strengthen WFP internal capacity and awareness around data analytics.
  5. Conduct high quality analysis to support PRO-P unit research questions, and translate analysis into static and dynamic reporting products.
  6. Support the design, pilot and rollout of qualitative and quantitative data collection tools relevant to PROP key thematic areas.
  7. Support the development of theoretical framework to assess the contribution of CFM to better community engagement practices within WFP programming.
  8. Provide technical support to ensure methodological soundness of qualitative and quantitative data collection tools.
  9. Support the facilitation of discussion and interpretation workshops with regional stakeholders relevant to people-centered programming.
  10. Contribute to the maintenance of a system for the management and preservation of institutional knowledge in collaboration with team members
  11. Incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  12. Other relevant tasks as required.

REQUIRED AND DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  1. Minimum four years of experience in data analysis, monitoring and evaluation, or equivalent are required.
  2. Technical fluency in the use of data visualization tools (Tableau and/or Power-BI) is required.
  3. Demonstrated experience in the use of data collection tools (MODA and/or Kobo Toolbox) is required.
  4. Advance knowledge in the use of Excel is required.
  5. Experience working in a humanitarian response in a conflict and/or post-conflict setting is required.
  6. Experience in capacity building activities for research methods, data analysis, monitoring and evaluation (or equivalent) for different audiences is required.
  7. Knowledge of qualitative data collection methodologies is required.
  8. Knowledge of key elements and processes of community feedback mechanisms is required.
  9. Knowledge of data protection, privacy and governance challenges and best practices is required.
  10. Ability to work with a diverse population of people of different national and cultural backgrounds, particularly valuing respectfulness and inclusively leveraging everyone's talents is required
  11. Willingness and ability to be deployed on a short notice for field missions is essential.
  12. Technical experience in working with data analysis software, such as SPSS, R, Stata or similar applications is an asset.
  13. Familiarity with SugarCRM and/or other third-party or custom tools for the centralised management of beneficiary data is highly desirable.
  14. Demonstrated specialised knowledge of thematic protection data is an asset.
  15. Experience with WFP organisational structures and data systems is desirable.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced University degree in International Affairs, Economics, Social Sciences, information management, statistics (or other relevant fields), or First University Degree with additional years of related work experience and/or trainings/courses.

Language:

Fluency (level C) in English language is required. Knowledge additional official UN language (Arabic, Chinese, French, Russian, and Spanish) or Portuguese (one of WFP’s working languages) is an asset.
