STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Social science, Economics, Nutrition, Agriculture, International Relations, Planning, Management, Monitoring and Evaluation of Project/ Programme, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

  • At least seven (7) or more of postgraduate professional work experience in food security, Nutrition, Project/ Programme Management, Monitoring and Evaluation in the developpement sector or other related fields.
  • Experience in coordination and the ability to work effectively with a range of stakeholders, including partners and governments.
  • Ability to analyze diverse information and develop recommendations .

Skills:

  • Strong communications skills (both written and verbal) at a level appropriate for representation.
  • Skills in data management would be desirable
  • Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments.
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
  • Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Good computer knowledge and skills.

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

WFP’s strategy in Benin for the period of 2019–2023 is aligned with the 2030 Agenda for Sustainable Development, the Government’s national development plan for 2018–2025 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Benin for 2019–2023. It’s based on the 2018 zero hunger strategic review recommendations, evaluations and lessons learned from previous programmes.

WFP use an integrated approach, institutional capacity strengthening and partnerships to support the Government in addressing food insecurity at the household, community and individual levels, focusing on four axes:

  • school feeding under an integrated nutrition-sensitive, multisectoral approach (with linkages to social protection, education, health, agriculture, hygiene and sanitation);
  • nutrition assistance, with an emphasis on the prevention of malnutrition, including micronutrient deficiencies among children and pregnant and lactating women and girls;
  • institutional capacity strengthening, with home-grown school feeding as an entry point for promoting local food production, particularly in support of smallholder farmers, especially women;
  • assistance to populations affected by crises in Benin during and after crises.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of WFP Country Director, the Direct supervision of WFP deputy country director, and in close coordination with the Head of Program, and Head of Capacity Strengthening & Knowledge Management Unit, the Global Coordinator in Rome and the Focal Points in Regional Bureaux, the Project Coordinator will:
Effective Project Management
• Provide effective leadership for project management and implementation and ensure the achievement of project results as per the project document.
• Ensure coordination within the Country Office team, particularly school feeding, nutrition, food safety and quality, procurement, Knowledge Management, supply chain and logistics.
• Facilitate the deployment of regional and headquarter missions to support the project activities as per the workplan.
• Lead the development of a monitoring and evaluation plan and ensure that project indicators are applied and tracked.
Technical responsibilities
• Serve as technical professional in guiding the project in the area of local food value-chain / system development.
• In close collaboration with Procurement and Supply Chain, coordinate all pro-smallholder farmer activities, including direct and indirect procurement modalities to ensure gradual increase of the locally grown food sourcing as per the Project targets.
• Lead the preparation and implementation of the capacity building plan for government counterparts/institutions, pro-smallholder farmers partners (farmers organizations and traders) and other beneficiaries involved in the projects based on the results of the feasibility studies and guidance from Regional Bureaus and headquarter.
• Lead on the overall project knowledge management, including the repositories of reports, training materials and modules.
External Relationships
• Act as the main point of contact for Rockefeller and the Coalition initiatives that might be connected the project and participate in regional and/or global workshops or meetings.
• Establish positive and efficient working relationship with departmental and national level staff of the Ministry of Agriculture, the Ministry of Primary Education and other strategic Government structures that are crucial to this project to ensure government ownership for the outcomes of this project, their involvement at every stage of development and implementation and help to connect Government with the broader school feeding strategy of the CO and the transition plans.
• Establish positive and efficient collaboration with the schools/communities, the private sector, NGOs and the civil society that have a stake in the project implementation.
• Support the development of an advocacy strategy/plan to support shift at policy level, help coordinate research and evaluation conducted by external partner and help communicate impacts, barriers and gaps.
• Represent the organization in meetings with Government counterparts, partners and other project stakeholders as delegated by the CO.
• Perform other related duties as required.
