Background
NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Livelihoods and Food Security, along with Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.
Jordan hosts nearly 670,000 registered Syrian refugees, on average they have lived in in Jordan for over seven years. Often cited as amongst the most welcoming environment for refugees in the region, Jordan has put in place over the years a myriad of progressive policies in support of refugee presence in the country. Despite tremendous efforts and goodwill from the Jordanian population, its government and the international community, over the past decade, effective progress has been limited. Since the border with Syria re-opened in October 2018, 7% of Syrian refugees have returned and no more than 1% resettle annually. In addition, there are nearly 90,000 refugees of other nationalities residing in Jordan and registered with UNHCR, who have quite a different set of needs than Syrian refugees.
In the 2022-25 NRC Jordan strategy, advocacy plays a pivotal role to ensure refugees in Jordan can access their rights and services, and secure their durable solution of choice.
Job Purpose
The Advocacy Manager provides senior leadership, management and strategic direction to NRC’s Policy & Advocacy work in Jordan. S/he is responsible for identifying priority concerns for policy change, strengthening the incorporation of data collection for advocacy into all aspects of NRC’s activities and guiding NRC’s policy guidance to promote an improved protection and humanitarian response environment in Jordan.
What you will do

Identify and coordinate NRC’s advocacy response to prioritised protection issues both within the country and internationally. Lead on the implementation of NRC Jordan’s Country Advocacy Strategy for 2022-25, in cooperation with key NRC staff. Develop and implement country-specific advocacy strategy, aligned to overall country strategy.

Drive and shape NRC’s profile (public and private) on priority issues for the organization. Take the lead on cross – sectoral advocacy priorities identified in the Advocacy Strategy. Produce regular advocacy and media products such as briefing notes, fact sheets, talking points, research papers and articles. Identify needs for sectoral policy briefs.

Ensure advocacy coherence and reinforce effective synergies between programmes and advocacy by working closely with programme staff to integrate advocacy into programme planning and implementation. Will also ensure systematic training on advocacy and communication and build capacity of technical staff

Provide high quality protection analysis on key humanitarian and displacement trends and prepare evidenced-based policy briefing papers, policy position statements and other public-facing advocacy products when strategic and relevant.

Liaise with other NRC Country, Regional and Global Representation Offices to coordinate the strategic delivery of advocacy messaging to maximise impact as well as advise on media lines and media strategy, ensuring potential risks associated with NRC’s positions are assessed and sign-off procedures are adhered to.

Drive and shape NRC’s profile (public and private) on priority issues for the organization. Take the lead on cross – sectoral advocacy priorities identified in the Advocacy Strategy.

Represent NRC to key stakeholders, strengthen strategic advocacy networks and identify opportunities to advocate NRC’s position. Organize regular private and public advocacy events to ensure NRC advocacy messages are shared with relevant stakeholders and NRC’s profile on key issue is raised.

Establish and strengthen strategic advocacy networks and alliances. Be abreast of all local, regional and international advocacy initiatives relevant to NRC. Actively engage with coalition advocacy work, including through the Jordan INGO forum and support the Country Director in engagement with the international community, humanitarian actors including local civil society and national authorities.

In coordination with the Monitoring and Evaluation Unit, ensure priority areas of concern are monitored and analyzed and advocacy/policy briefs produced on a routine basis. If relevant, complement with in – house data with commissioned academic or policy research by external parties.

Line manage the Communications Coordinator and oversee the production of communications materials.

Support regional Advocacy efforts and act as focal point for the MERO Media and Advocacy team.
Professional Competencies, Skills & Qualifications required

Post-graduate with minimum 5 years of relevant Manager/ Adviser experience in advocacy management within the humanitarian and ideally development field.

Experience in communications and policy change from a non-profit background.

Professional knowledge about human rights, protection principles and advocacy and solid understanding of international legal and policy processes relating to displacement.

Documented/proven results related to the position’s responsibilities, particularly in analysis, drafting of messages, coordination and networking.

Experience from working in complex and volatile contexts.

Strong managerial and interpersonal skills. Operational experience a strong value – added.

Excellent communication skills, both written and verbal with strong analytical and research background

Fluency in English, both written and verbal mandatory; fluency in Arabic highly desirable.

Duration of contract: 12 months full-time, in accordance with local labour laws.
Grade 9 in NRC's grading structure
Travel: Upto 30% to field sites
