JOB PURPOSE
The primary role of FSU is to act as the main point of contact for Country Offices and Regional Bureaux to avail HQ Support from across the Supply Chain Division, with a strong focus on Emergency Response, Technical support, and Oversight.
As part of this role and in line with Supply Chain division priorities moving forward, FSU is looking to develop and expand its knowledge of logistics market intelligence and freight forwarding activities. To support this expansion, a dedicated Supply Chain Officer profile is required, with experience in freight forwarding and commercial logistics operations. This profile will also provide technical support to field logistics operations and HQ, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
KEY ACCOUNTABILITIES (not all-inclusive)
- Manage WFP Logistics’ engagement with global freight forwarders; support productive, long-term relationships to be leveraged for the benefit of WFP’s operational efficiencies.
- Contribute to robust market intelligence of the sector (current contracting models, contracting partnerships, approaches to risk management, etc.).
- Provide substantive analyses of WFP as an actor within the sector; support efforts to modernize WFP operations and position WFP as a best-practice logistics practitioner.
- Explore contracting models that challenge WFP’s decentralized approach and develop potential frameworks that, in certain contexts, may allow for regional and/or global contractual relationships with freight forwarders, including in key operational corridors.
- Apply relevant experience to WFP practices, and feed these into relevant logistics governance structures, policies, procedures and tools.
- Manage, as a technical expert, large-scale freight forwarding and actively transfer relevant knowledge into the core WFP logistics function.
- Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies, and plans, to achieve operational cost efficiency, agility, reliability, quality, and to support national capacity strengthening.
- Plan and manage the implementation of supply chain operations, initiatives, and services to ensure a timely, cost-effective, and integrated approach and in close cooperation with key supply chain stakeholders.
- Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
- Build and maintain productive partnerships mostly at the operational level and collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and cross-functional operational alignment.
- Provide technical contribution to market analysis and supply chain network mapping to inform the selection of appropriate operation modalities to improve supply chain performance.
- Remain available for frequent and extended deployments in support of operations globally, including for sudden onset emergency response.

STANDARD MINIMUM QUALIFICATIONS
Education
- Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience
- Minimum of six years of relevant postgraduate experience in commercial supply chain/logistics management and freight forwarding.
Knowledge and Skills
- Experience in the commercial logistics sector, with direct experience in freight forwarding in developing countries.
- Experience coordinating supply chain activities with other units/teams.
- Experience conducting analytical and conceptual work in support of strategy design and implementation.
- Experience in analysing and supporting the implementation of end-to-end supply chain operations.
- Experience in implementing supply chain improvement initiatives.
- Experience supervising staff.
- Good writing skills.
Language
- Fluency (level C) in the English language. Intermediate knowledge (level B) of French, Portuguese, Spanish, and/or Arabic.
