The Senior Procurement Officer is responsible to deliver a strategically focused, professional and efficient procurement services; handling procurement activities, providing advice, support and guidance to stakeholders, using best practice procurement and supply chain management principles.
- Implements procurement policies, systems and processes to ensure reliable procurement procedures and practices are in place, in compliance with AD Government rules and specific needs.
- Manages Procurement Plans under the supervision of the Procurement and Contracts Unit Head.
- Ensures all Procurement activities are aligned with organization strategy and in accordance with the established KPI’s.
- Works with stakeholders to evaluate supplier performance.
- Prepares RFI, RFQ and RFP templates and all sourcing related documents.
- Prepares and reviews all documents related to the Procurement Committees and DOA approval.
- Maintains, distributes and controls all Procurement documents with proper references and records.
- Develops tender strategy in coordination with the concerned departments.
- Establishes and maintains relationships with suppliers and partners.
- Reviews and advises on supplier technical evaluation.
- Responsible for commercial evaluation, rating and negotiation.
- Establishes, implements and monitors purchasing strategies, including volume negotiations, and planning, lead times, and supplier capacity.
- Collaborates with Contracts team to resolve contract issues and disputes with an appreciation of the cost-effectiveness of solutions.
- Negotiates contracts and ensures that approved purchases are cost-efficient and of high quality.
- Achieves targeted cost savings in alignment with business strategies.
- Ensures all Procurement activities are aligned with the policies and procedures.
- Delivers appropriate training and guidance to all internal stakeholders on best procurement practice principles, e-Procurement and Procurement cycle.
- Prepares Procurement related and KPI’s reports as required.
- Handles any other task as instructed or required.
المهارات
- 5 years of post graduate experience in procurement in public sector
- Bachelor's degree in Business Administration, Supply chain Management or related disciplines.
- Experience as Senior Procurement Officer/Specialist in a cultural institution (preferred)
- Knowledge in contract activities.
- Fluency in Arabic & English
