Often, RI is the only organization providing healthcare, education, logistics, energy, capacity building, economic development, sanitation, and many other forms of assistance to these highly vulnerable communities.

Position Summary

The Senior Human Resources (HR) Officer, under supervision and direction of the Country HR Manager, will be supporting with the end-to-end HR function in the country office including but not limited to: contracting, on-boarding, performance monitoring, full HR administration tasks including operation of HRIS, and documentation based on best practice standards and in compliance with the Government of Jordan (GOJ) labor law, RI policies and procedures, and donor regulations, and to support in maintaining a positive and productive work environment for RI’s human resources.

The Senior HR Officer should be able to perform this job successfully with minimal supervision.

ESSENTIAL TASKS & RESPONSIBILITIES:

Personnel

  • Work closely with Country HR Manager on fulfilling HR objectives for RI Country office.
  • Ensure that employees’ files are auditable at all times as per RI standards and any relevant donors’ requirements.
  • Regular coordination and follow up with HR manager on required tasks and meeting deadlines.
  • Follow up and provide support to the HR team members and make sure their tasks are completed accurately and on time, as per the policies and procedures of RI.
  • Working with HRM on performant evaluations: to be submitted on time, properly filled, and signed, completed as per RI policies and providing monthly report on performance issues.
  • Provide monthly report on any health insurance issues and ex gracia balance updates.
  • To be committed to the administrative Agreement requirements and provide up to date trackers for HRM.

Recruitment

  • Ensure a transparent, timely and efficient recruitment process and in compliance with RI’s policies and procedures.
  • In consultation with HR Manager, get the approved salaries for selected candidates and prepare employment offer.
  • Follow up with HR team to ensure pre-employment requirements are submitted and personnel file with full documentation according to HR checklist is opened for new staff on a timely basis.
  • Ensure that all staff have undergone orientation and proper induction plan as per position.

Compensation and benefits

  • Under the supervision of the HRM, ensure the timely and efficient monthly payroll preparation for accurate data and within the agreed time frame.
  • Supporting team members in preparing the indirect staff payroll and making sure to share it with HRM within the agreed time frame.
  • Ensure all benefits are in place in accordance to the HR policy, and that all employees access information and benefits as they are entitled.
  • Ensure the proper and accurate tracking of leave balance and attendance records.
  • In cooperation with the HR Manager and finance department feedback, work on updating allocation for current staff and new staff within the budgets.
  • Follow up with the focal point of Social Security; to ensure additions of new staff and removing resigned/terminated staff is done on monthly basis.

Employee Relations

  • Ensure the timely processing of new contract, contract extension, staff transfer, promotions and other changes of status and approvals of the required form.
  • Follow up with HRM on processes related to disciplinary actions, staff separation, and termination.
  • Support HRM with employee issues and required investigations.
  • Act as the Focal point between staff and Health insurance with proper follow up on any concerns or feedback on the company. Providing HRM with monthly reports for approval on any special cases and ex gratia spending.
  • Support in providing trainings/updates needed to direct and indirect staff.
  • Provide services to HR related inquiries and requests.

Accountability

  • Ensure maintaining high confidentiality of information, at all times.
  • Ensure that all allegations and breaches of policies by staff are reported to the HRM.

Training

  • Coordinate with HRM and HR team, to make sure RI Academy is UpToDate and trainings completed and uploaded on time.
  • To deliver, where applicable, trainings for national staff and indirect staff to make sure all trainings are delivered on time.
  • Follow up on mandatory trainings required by the staff online & offline, to make sure they are completed and acknowledgement forms provided.
  • Advocate and plan for professional development for yourself, and any supervised staff.

Internal and External Coordination

  • Follow up with the HRM to stay updated regarding relevant HR-related policy changes (internal – RI/ external – GOJ and/or donor).
  • Engage in relevant HR forums for INGOs in Jordan, as needed.
  • Implement field visits and follow up with the team on site.
  • To act as the Focal point for mental health sessions and payments, providing monthly reports to HRM.

Working Relationships

  • Proactively engage with your supervisor and key staff (Program and Finance).
  • To liaise and coordinate with the HR Manager on work-related matters, updates and seek advice.
  • Making sure to always work in full coordination and cooperation with the HR Team members.
  • To enhance the teamwork spirit in the department and the organization.
  • Act as backup person during the absence of other HR team member.
  • Perform other duties as assigned by the supervisor.

Representation

  • Represent RI in a positive and professional manner to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of RI's mandate, ethics, values and stand-point with regard to other actors.
  • Share the humanitarian mission of the organization.

  • Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve
  • Ensure that your behavior inside and outside of work promotes the values outlined with RI’s code of conduct and safeguarding policies
  • Consistent with RI’s safeguarding and protection policies,
    • contribute to ensuring that all those who come into contact with Relief International staff and the communities we serve can be trusted to work safely with them
    • ensure your job-related activity and practice is compliant with safeguarding standards

RI staff are requested to adhere to the policy standards and procedures.

Qualifications and Requirements:

  • Bachelor’s Degree required in a related field.
  • Well Experienced (5+ years) in Human Resources Department.
  • iNGO experience is preferred.
  • Excellent communication skills, English & Arabic.
  • Proficiency with Microsoft Office (Word, Excel, and PowerPoint).
  • High degree of integrity, discretion, confidence, motivation, and resourcefulness.
  • Ability to consistently manage competing priorities and deadlines.
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Must be capable of working both individually and as part of a team.
  • Ability to work effectively in a fast-paced, stressful environment.
