Renewable Energy and TVET Development Advisor

The GIZ “Support to Jordan Educational Institutions in Offering Labour Market Oriented Vocational Training PROJECT” in Jordan is seeking to recruit a “Renewable Energy and TVET Development Advisor” on full-time base employment

The position title is Vocational Training and Labour Market advisor for an official internal attribution

Qualifications and specialist knowledge

• Bachelor’s degree in the field of Engineering, Education, Vocational Training, or in similar fields, advanced research in any of these fields is a plus
• At least 7 years of professional experience in a similar position in one of the mentioned sec-tors
• Working experience in economic or job promotion and in the implementation of financial agreements
• Working experience in project management in terms of implementation and expenditure/budg-eting and with report writing
• Strong technical and proposal writing skills and strong communication and presentation skills
• Experienced in the coordination of project activities
• Experience in preparation and implementation of workshops and similar events
• Knowledge of vocational training system in Jordan
• Fluent in English

Core tasks
In your role, you are responsible for the technical, substantive, and organizational implementa-tion of the project’s measures and activities in Jordan. In consultation with your line manager, you also assume tasks related to planning, steering, and monitoring the project, including project administration tasks in some cases. You are also responsible to ensure the quality of the pro-ject’s results. In addition, you contribute to the conceptual design of the project, in particular its modification and realignment. You make a technical and substantive contribution to overarching issues in cooperation with partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide the impetus for further strategy development. In consultation with your team colleagues and your line manager, you also coordinate all issues related to your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documents. If required, you also support other experts in familiarising themselves with and performing their tasks. You perform the tasks assigned to you by your line manager when required.

Main responsabilities

• Managing project interventions at the Center of Excellence for Solar Energy (CoE) in Mafraq within the Scope of the project “Educational opportunities for youth in Jordan”
• Supporting the CoE in Mafraq in the preparation, implementation, accounting and reporting regarding a financial agreement for strengthening the vocational education in Mafraq and the implementation of qualification measures for Syrian refugees and Jordan adolescents
• Assisting the partner institution in implementing vocational training cooperation with a voca-tional training institution in NRW
• Managing the project activities in Jordan including planning, implementation, contract prepara-tion, budgeting, monitoring, and evaluation
• Advising project partners in technical issues related to TVET system in Jordan, particularly on topics related to the ICT and energy fields.
• Maintaining a good flow of communication and information between all involved institutions and counterparts and internally with GIZ Country Office in Amman, Jordan and the GIZ Office in Düsseldorf, NRW (Germany)
• Organising workshops, giving the presentation and representing the project in meetings in Jordan
• Implementing daily operational aspects of all issues related to the project

Background
The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH implements since August 2022 the follow-up-project “Educational opportunities for youth in Jordan”, which is funded by the Fed-eral German State of North Rhine-Westphalia (NRW).
The project aims to strengthen the capacity for a modern and attractive vocational education in Mafraq and to improve job opportunities for the youth in Jordan. In this way, the project contributes to combating the high youth unemployment rate and the shortage of skilled workers. To this end, 50 Syrian refugees and Jordanian adolescents are to receive practice-oriented vocational training in future-oriented pro-fessions at the Center of Excellence for solar energy (CoE) in Mafraq. The qualification measures are intended to increase the employability of the target group and to enable access to adequately paid jobs in Jordan. In addition, the digitization of training content at the CoE is to be promoted and existing technical cooperation between the CoE in Mafraq and a vocational training institution in North Rhine-Westphalia is to be continued to strengthen training competencies at the CoE.
