PURPOSE OF THE POSITION:
Under the overall authority of the Deputy Regional Director, and the direct supervision of the Senior Regional Emergency Preparedness and Response (EPR)/Head of the Regional EPR Team, the incumbent will perform the following tasks, in collaboration with other staff at regional and/or country office level and/or with other partner agencies.
Description of key accountabilities (not all-inclusive, within delegated authority):
- Formulate substantial parts of WFP regional programme emergency/ humanitarian policies in line with both organizational strategy and the practical realities of operating in the field; or translate WFP-wide programme policy on Emergency Preparedness into Regional/Country level practices, programme guidance and implementation modalities and operations, to ensure a clear and strong connection between Regional Bureau (RB) and field operations.
- Provide advice and support to Country Offices (CO) delivering in complex environments, clarify ambiguities to ensure efficient emergency operations that are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
- Provide technical advice or mobilise technical expertise, on a wide range of emergency programmes, including the choice of objectives, activities, transfer modalities and the deployment and testing of innovative approaches and the development of strategies to support community or government efforts to prepare for emergencies and reduce hunger and malnutrition, including through in-country emergency deployments in the region.
- Support the development of operational partnerships and maintain established strategic partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
- Contribute to enhance WFP's leadership status in different forums on subjects related to food security, nutrition, livelihoods, and resilience, with particular engagement in humanitarian and transition contexts and other related issues through direct participation, briefings, information products and other materials.
- Contribute to Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.
- Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners to design and deliver effective food assistance programmes, including but not limited to conflict-sensitive programming, access negotiation, protection, general food distribution (GFD), cash-based transfers (CBT), etc.
- Support the preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
- Contribute to the Management of Information for Emergency Preparedness and related activities;
- Participate actively in the EPR team’s Contingency Planning and Emergency Preparedness missions (EPR Capacity Assessments, Simulation exercises, National and Inter-Agency Contingency Planning processes, EPR training);
- Follow-up with Country Offices on the preparation and the updating of Emergency Preparedness and Response Package for recurrent or potential emergencies;
- Assist Country Offices in reviewing Inter-Agency and National Contingency Plans and recommend technical support activities;
- Perform other EPR-related duties as required by the EPR team.
SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in a field related to social sciences, development or international relationships, economics, political science, engineering, or other related fields.
Experience:
- At least five years of postgraduate professional experience in development, administration or food aid support, emergency preparedness and response.
- Experience in humanitarian assistance, food aid, emergency response, disaster mitigation, contingency planning, early warning, food needs assessments, budget and programming.
- Desirable: knowledge of the UN system at national and regional levels.
- Desirable: experience in working with WFP.
