BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP Ukraine office is scaling up food assistance through cash transfers and in-kind food distribution to the affected populations in Ukraine. In July 2022, WFP Ukraine served over 2.8 million people through cash transfers and in-kind food distribution. WFP works closely with various partner organizations on the ground to assess needs and provide assistance to the affected population.
In order to scale up its response, WFP Ukraine is hiring a Program Associate to be based in Odesa. Under the direct supervision of the Programme Policy officer and the overall supervision of the Head of Programme, the Programme Associate will be responsible for supporting the implementation of food assistance activities. The job holder will be responsible planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues, and ability to apply a range of guidelines/practices.
Job purpose: Provide effective coordination and support to programme activities so as to effectively meet food assistance needs of affected population.
ACCOUNTABILITIES/RESPONSIBILITIES:

Contribute towards the development of projects plans and processes, ensuring alignment with wider programme policies and guidelines.

Provide efficient coordination and project management support to specific and defined programmes and projects of small to moderate size, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

Prepare a variety of elaborated reports and substantial data analysis (e.g., food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.

Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes, and activities.

Ensure regular monitoring of food assistance activities, conduct trainings for cooperating partners, local authorities, and beneficiaries

Support the identification, development, and management of potential partnerships for food assistance programs.

Support the capacity building of WFP staff and partners to prepare for and respond to food assistance needs.

Conduct routine monitoring field visits of programme activities, produce, and share monitoring reports to inform adjustments and improvement action plans.

Verify the planned movements and distribution of food or non-food items, report issues or discrepancies to the supervisor for timely resolution of problems and ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.

Receive and collate comments and feedback from cooperating partners, beneficiaries, and local authorities to support the identification of programmatic issues with a view to improving programme delivery.

Provide guidance and act as a point of referral and assist partners with analysis and queries.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Completion of secondary school education or Diploma in related field.
Experience: Six (06) or more years of progressively responsible work experience in project management, implementation, food security, livelihood, education, or similar programs.
Knowledge & Skills
- Good Communication Skills: Ability to provide short briefings and communications clearly and concisely, both orally and in writing. Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments; Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
- Teamwork: Ability to work within a team setting and working well with other team members to realize a collective objective.
- Work under pressure: Ability to multi-task and respond simultaneously and in a timely fashion to demanding job requirements under high pressure environments.
- Knowledge of commonly used Applications: Ability to effectively use commonly used office software applications (Word, Excel, PowerPoint, Outlook etc.). Skills in data management would be added advantage.
Languages:
Fluency in both oral and written communication in English. Ability to effectively communicate in Ukrainian and Russian.
