ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) Cambodia Country office is due to design its forthcoming country strategic plan (CSP). The CSP is designed to be unique and will incorporate a Country Office's entire humanitarian and development portfolio, subsuming all programmes and projects into clearly defined Strategic Outcomes. The development of the CSP is a process which requires consultations ranging from Government counterparts to affected populations. The CSP process and forthcoming document will frame WFP’s approach to support the Royal Government of Cambodia in its development plans related to food and nutrition security with a continued decrease in direct implementation and continued gradual shift towards technical assistance to change lives.
The Deputy Country Director (DCD) is leading on the process and is seeking to recruit a consultant (the CSP Development Consultant) to support with the process for a six-month period.
JOB TITLE: Country Strategic Plan Development Consultant
TYPE OF CONTRACT: International Consultant/Regular
UNIT/DIVISION: WFP Cambodia Country Office/Programme
DUTY STATION (City, Country): Phnom Penh, Cambodia
DURATION: 15 September 2022 to 15 January 2023 with possibility of extension
KEY ACCOUNTABILITIES (not all-inclusive)
- Working directly with the DCD, the CSP consultant will be a dynamic and highly motivated professional providing effective support to the DCD on a daily for the process of the CSP development.
- The CSP consultant will assist the DCD with workflow management to ensure timely preparation of materials for workshops, including concept notes and invitations. Ensure that all follow-up from meetings and interactions is communicated to relevant stakeholders and is logged and concluded.
- Serve as a note taker during the consultation process. Finalise notes and minutes and disseminate as required.
- Travel with the DCD for field missions, as appropriate, making sure that all trips are fully planned and optimized in all respects.
- Contribute to the draft of the CSP document itself.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Master’s degree or equivalent plus minimum five years of experience in international development, a UN agency or the energy field.
- Experience in a fast-paced environment that requires high flexibility and a commitment to results.
- Experience in operating across multiple time zones and with distributed teams.
- Languages: Complete fluency in English with excellent drafting skills and strong verbal communication are required.
