BACKGROUNG AND PURPOSE OF THE ASSIGNEMENT:
Over the past few years, the United Nations World Food Programme (WFP) has responded to an unprecedented level of emergencies, many in high risk areas, while maintaining ongoing operations. The Security Division, under the framework of the UN (United Nations) Security Management System, ensures these operations consider the safety and security aspect of its staff, facilities and assets. The current operating context demands more agility and greater support and services from the Division. This increased demand puts both pressure on the organization, as well as the need for greater efforts in ensuring the safety and security of these operations.
The Security Division has completed the strategic workforce planning whose outcomes require structured capacity and leadership development. The Division is undergoing transformation and requires a talent strategy that responds to the short and long-term implications including strengthening the Division emergence response role. Under the general supervision of the Director, Security Division and the Staffing Coordinator the candidate will define and implement innovative and effective strategic workforce implementation interventions and capacity development solutions that prioritize change management and optimal workforce development, talent management including surge, capacity and leadership and development strategies. The incumbent will implement the right organizational model, identify the required capabilities, and promote a culture aligned to the Strategic Priorities of the Security Division and in line with WFP People Policy.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Director of Security Division and Staffing Coordinator the incumbent will perform the following duties:
- Acts as interlocutor between the function, its Staffing Coordinator, functional Subject Matter Experts, the HR (Human Resources) Workforce Planning and Strategy Team (HRWPS)
- Provide HR partnership to the Division, and promote a culture of continuous learning, growth mindset and knowledge sharing.
- Leads and support capacity development practices across the Division in partnership with the learning and capability team to deliver he full spectrum of Learning management practices
- Accountable for the crafting of annual learning and development calendar in consultation with the Director, Chief’s and HR Capability team for performance coaching, mentorship and leadership development.
- Build and maintain a strong talent pipeline for critical roles, to meet and anticipate the current and future needs of the Security Division – including Surge, Consultants, Interns and volunteers.
- Undertake learning demand planning, delivery and Project manage the implementation of learning and leadership programmes in the Division.
- Build leadership teams and People manager capabilities to own and drive the learning and leadership development agenda as a strategic priority and support progressive learning culture.
- Contribute to strategic decisions making as the HR Focal point and oversee contracting and other people related administrative process by liaising closely with the Director, functional Staffing Coordinator and Management
DELIVERABLES AT THE END OF THE CONTRACT:
Completion of all tasks assigned within the contract period.
