STANDARD MINIMUM QUALIFICATIONS
Education: Post graduate qualification in any relevant social sciences; preferably economics.
Experience: At least 5 years working experience which includes formulating and reviewing policies with technical support to Government
ORGANIZATIONAL CONTEXT
Under the overall guidance and direct supervision of the Chief Education Officer-Primary, close collaboration with WFP Senior Programme Officer, relevant MOET staff, and other stakeholders the consultant is supposed to review the current School Feeding Policy through undertaking the activities listed below
JOB PURPOSE
THE 2015 NATIONAL SCHOOL FEEDING POLICY IN LESOTHO
The Government of Lesotho through the Ministry of Education and Training (MoET) with support from the World Food Programme, intends to undertake a Review of the 2015 National School Feeding Policy
KEY ACCOUNTABILITIES (not all-inclusive)
- Develop the draft inception report using an authorized template that includes a specified policy review approach and a thorough methodology and methodologies.
- Compile a final inception report that includes the feedback and recommendations of policy stakeholders.
- Produce the first draft of the revised national school feeding policy document for feedback and suggestions.
- Conduct stakeholder validation exercise on the draft policy draft.
- Produce final policy draft incorporating inputs from all stakeholders.
- Produce a final policy document incorporating comprehensive feedback of all stakeholders, and resolution of issues raised prior.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Proven practical expertise of designing and implementing rigorous reviews using different approaches.
- Expertise in designing methodology and data collection tools and demonstrated experience in conducting reviews.
- Proven experience in the use of theory-based reviews approaches such as contribution analysis and/or Qualitative Comparative Analysis in assessing programme performance and contribution to stated outcomes.
- Understanding of national development planning and programming processes including National Development Plans and strategies.
