ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

Mozambique, with an estimated population of 25.8 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasizes the need for adequate disaster preparedness, prevention, and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained countries in the world. Over the past decade, Mozambique has ranked among the top ten fastest-growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty.

The overall objective of WFP in Mozambique is to support the government in achieving Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition, and promote sustainable agriculture). Based on national development priorities, WFP Country Strategic Plan 2 (CSP2) 2022-2026 aims to support long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique.

WFP is supporting the Ministry of Gender, Children and Social Action (MGCAS) in operationalizing the National Strategy for Basic Social Security (ENSSB II) 2016-2024. In a context of high vulnerability to climate change and natural disasters, WFP support is focused on strengthening government capacities to improve access to social protection (SP) for the population affected by shocks, including the COVID-19 pandemic. Thanks to its experience both in SP and humanitarian assistance, WFP is well placed to support MGCAS and INAS in making SP programmes more shock-responsive and fostering harmonization between MGCAS and the National Institute for Disaster Management (INGD).

Thanks to its operational experience in the implementation of cash-based programmes, WFP is well placed to complement the national social protection response to shocks (including the COVID-19 pandemic) by providing cash transfers to beneficiaries targeted by the government.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the guidance of the Representative and Country Director WFP Country Office, and under the direct supervision of the Head of Social Protection and Nampula Head of Field Office, the incumbent will perform the following tasks:

  • Lead, coordinate and facilitate the implementation of the shock responsive social protection PASD-PE COVID19 response in Niassa;
  • Liaise with WFP field offices where social protection and cash-based transfers activities are implemented, coordinate community engagement and relationship with INAS Delegations, DPGCAS and SDSMAS;
  • Supervise and provide direct support to the CO in coordinating the implementation of Field
  • Level Agreements with Cooperating Partners and/or government institutions involved in programme implementation;
  • Support the set-up of CBT programmes from the assessment stages up to implementation and reporting phase.
  • Contribute to the preparation of accurate and timely plans and reports on CBT-related activities that enable informed decision making.
  • Supervise and coordinate the engagement with financial service providers (VODACOM MPESA) at the Province and district levels in Niassa;
  • Train and supervise Field Monitors and other staff working with social protection on programme implementation to oversee and report implementation;
  • Build and maintain a strong professional relationship with all relevant government institutions, including MGCAS, INAS, INGD, especially at the Province and District Levels;
  • Contribute to WFP support to the GoM towards the strengthening of Social Protection systems; Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, Economics, Statistics, Social Sciences, or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.

Experience: (3) years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development, with working knowledge on Social Protection/Social Assistance.

Previous work experience in a Ministry or government agency is ideal.

Language: Fluency (level C) in English & Portuguese.
