ORGANIZATIONAL CONTEXT:

The humanitarian context in Colombia has become significantly complex, with multiple risks and affectations coexisting. Hosting 2.1 million Venezuelan migrants, Colombia is the main recipient of the largest exodus in recent history of Latin America – WFP scaled up its response, declaring a Corporate Attention Emergency. In 2021, WFP assisted 1.1 million migrants, refugees, returnees and host community beneficiaries/month.

On the other hand, Colombia’s 50-year-long armed conflict left 7.8 million IDPs, and while the country has set a path of peacebuilding and stabilization, violence caused by armed groups linked to illegal economies has dramatically upsurged since 2022 affecting hundreds of thousands of Colombians. Colombia is also prone to natural disasters. Harsh rainy seasons and even the impact of hurricanes affect more than a 100,000 people which has significantly increased in 2022. Added to these events, COVID-19 and the recent Ukraine crisis skyrocketing food prices will further aggravate the food security of thousands of vulnerable households, generating populations affected by multiple crisis.

The Government has set up and prioritized policies to integrate migrants into the national economy and labour market, as well as the reincorporation of ex-combatants and the development of livelihoods for victims of violence.

The job holder will work under the direct supervision of the Head of Programme and will be in charge of coordinating the implementation of these complex emergency operations as well as of ensuring the humanitarian-development-peace nexus.

JOB PURPOSE:

To design and manage programmes that effectively meet food assistance needs or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Translate WFP’s wide programme policy into Country level practices, programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
  2. Provide advice and support to COs delivering a complex portfolio of programmes to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  3. Provide technical advice or mobilize technical expertise, on a wide range of programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
  4. Assist senior stakeholders of governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
  5. Develop operational partnerships and maintain established strategic partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  6. Enhance WFP’s leadership status in different forums on subjects related to food security, nutrition, livelihoods, resilience, engagement in humanitarian, transition and development contexts and other related issues through direct participation, briefings, information products and other materials.
  7. Manage or oversee operational research and evidence building on issues relevant to food assistance.
  8. Manage or oversee preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  9. Advocate for resources for a broad portfolio of WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability.
  10. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.
  11. Lead, motivate and develop a substantive team to enable high performance.
  12. Ensure the best use of assigned financial resources for achievement of set objectives within a significant budget.
  13. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
  14. Contribute to Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):

  1. Provide technical and strategic support to the UNSDCF implementation as leading part of WFP’s team.
  2. Supervise the nexus-activities in the Country Office ensuring that populations affected by crisis can be linked with recovery, livelihoods and resilience activities.
  3. Promote the use of innovative approaches and expand the implementation of context-based programs and transfer modalities to assure cost efficiency, no-harm and effective assistance to beneficiaries. In particular, explore and implement the most cost-efficient and cost-effective transfer modality in the different contexts of WFP Colombia CSP.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional two (2) years of related work experience and/or trainings/courses.

Experience:

  • Minimum eight (8) years of relevant experience at the national and international level in providing substantive advisory services, hands-on experience in design, monitoring and evaluation of projects in conflict sensitive environment.
  • Solid experience in emergency preparedness and response, recovery, resilience building and climate change adaptation.
  • Has worked in a Country Office or equivalent level position within technical area.
  • Has led a country / area office programme team or a substantial component of a complex programme.
  • Has experience assessing and implementing different transfer modalities and CBT delivery mechanisms.
  • Solid experience coordinating technical, strategic or policy teams, clusters and thematic groups composed by UN agencies, NGOs, international cooperation and/or Government.
  • Has worked in complex emergency operations (L2/L3 emergencies).
  • Has managed projects funded by different donors, including IFIs.
  • Previous relevant work experience in the Latin American region is desirable.

Knowledge & Skills:

  • Extensive breadth of programme and policy knowledge.
  • Ability to credibly influence strategic, policy and operational discussions.
  • Knowledge of FFA and FFT approaches, both in rural and urban contexts.
  • Deep understanding of the Colombian context is an asset.

Languages:

Fluency in Spanish and English (Level C).
