Product Manager

Job Description

Our client a Government Institution based in Abu Dhabi is looking for a Product Manager.
The Sr. Product Manager will be responsible one or more national digital products by providing direction to a delivery team
(1) Defining & implementing product roadmap,
(2) Collecting customer feedback and prioritizing requests and bug fixes into release cycles
(3) Managing funding for product development,
(4) Qualifying products for market release,
(5) All product related communications both internally and externally.
RESPONSIBILITIES
Develop knowledge of government services to be able to assist government in adopting digital government enablers.
Understand the technical aspects of the digital government enablers to be able to participate in discussion with different stakeholder, assist in solving an issue, suggest enhancements, and articulate questions from entities.
Develop product roadmap conceptualize, define, and prioritize features based on market opportunities and customer needs to meet Government goals.
Continuously aligning product roadmap with UAE government direction and strategies such UAE Blockchain Strategy 2021, UAE AI Strategy 2031, UAE Centennial 2071 or any new strategy.
Define product development directions (features, user experience, application flow and optimizations) and drive ongoing product initiatives in close collaboration with the Development team.
Maintain and prioritize each product's backlog of feature requests and bug fixes.
Managing the product from conceptualization, drafting RFP, evaluating vendor responses, contracting to delivery of the product.
Determine stakeholders needs by iterating with external and internal stakeholders on product requirements and manage their expectations.
Communicate the product vision in compelling way to the users, team and stakeholders.
Create and present business cases to leadership to secure budget for the product roadmap.
Manage and review product documentation such as PRDs, business requirements, use cases, user flows/stories, flows, and functional specs.
Lead the definition, execution, and roll-out of features – in collaboration with other product managers and cross functional teams.
Review the technical design of Digital government initiatives, aligning the initiatives technically, and providing consultations based on best practices.
Lead product execution and ensure that the product delivery is to the levels of quality and in line with its target date, ensuring the overall integrity within the program.
Perform quality assurance controls on products including functional and non-functional testing.
Define and execute effective launch plans and bring the release to market by updating stakeholders such as call center and any required materials such as FAQ.
Set measurable goals for the product and report against these to demonstrate progress against stated benefits. Analyse and report on the performance of features in production, reflecting on successes and identifying areas for continuous improvement.
Defining and managing the operation processes of the products to ensure that SLAs are met. The processes include incident management, release management, change management etc.
Work with and train the Digital Awareness & Marketing team to help develop product collateral, demos and training courses for product launches enhancements.
Define onboarding process and conduct various sessions and training to enable entities to adopt digital government enablers.
Monitor market trends, analyze competitive products and activities find, communicate and leverage relevant benchmarks.
Perform various management duties, including managing a budget, and managing the resources.
Perform any administrative work related to internal procedures such as memos, letter, contract etc.
Qualifications:
Degree in Computer Science, Engineering, or related field Experience:
10-15 Years Experience
A minimum of 5 years of experience in a Product Management.
5 years experience in Managing multi stakeholder initiatives.
Job Specific skills:
Experience of product management with a passion for evolving great digital products by leading cross-cutting teams
Experience of creating, maintaining and prioritising product backlogs to direct the work of a delivery team
Experience of engaging with users and turning user insight into product improvements
Experience with setting, monitoring and reporting measurable product performance targets
Experience with a range of agile delivery techniques and tools
Pro-active in developing and implementing strategies that significantly mitigate risk.
Use different trending techniques to engage customers and stakeholders such as design thinking and co-creation
Knowledge of organization's methodology and tools.
Recognizes problems or situations that are new or without clear precedent. Evaluates alternatives and finds solutions using a systematic, multi-step approach.
Understands how and when to make a choice how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions.
Makes decisions and takes timely independent action in pursuit of priorities.
Demonstrates superior collaboration skills and techniques, which appropriately define alternate solutions resolve conflicts and create lasting, productive partnerships with clients.
Demonstrates superior negotiating skills, inter-personal skills, and conflict resolution.

Technical Skills:
Through understating of technical concepts, design and architecture
Sound understanding and practical experience of modern technology stacks, application development methodologies and hosting infrastructures including cloud and on-premises
