BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

  1. The evaluation function plays a key role in strengthening WFP’s contribution to ending global hunger. As outlined in the WFP Evaluation Policy, the evaluation function aims to embed evaluation into the heart of an organizational culture of accountability and learning, ensuring that evaluation is planned and budgeted for, and evaluation findings are comprehensively incorporated into all WFP’s policies, strategies and programmes. Evaluations provide WFP decision-makers and all stakeholders with independent assessment of results for accountability and learning and enable WFP to better respond to the needs and expectations of the populations it serves.
  2. In the coming period, OEV will maintain its work on a variety of complex evaluations aiming for a comprehensive and balanced evaluation coverage; it will continue to strive for innovation and improvement in evaluation quality and relevance, expand strategic evaluation partnerships, strengthen WFP’s culture of learning as well as facilitate evidence-based decision-making.
  3. The programme of work for 2022 and 2023 foresees a peak in the number of evaluations OEV will have to manage, in particular country strategic plan evaluations (CSPE). OEV therefore requires the services of an experienced evaluation adviser to contribute to the delivery of the work plan in terms of management of CSPEs and possibly provide support to develop summaries of evidence.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of a head of unit, specific responsibilities will include:

  1. Manage evaluation:
    • Manage evaluation processes and budgets from preparation and design through to completion to ensure the production of independent, credible evidence that meets high professional standards in line with UNEG norms and standards and Ethical Guidelines, embodied in WFP’s Evaluation Quality Assurance System (EQAS).
    • Source, hire and supervise external consultants to ensure the production of evaluations that meet EQAS requirements.
    • Engage stakeholder groups, both internal and external to WFP, appropriately in the evaluation process and manage communications.
    • Contribute to the application of the normative framework, quality support, assessment mechanisms and reporting on evaluation
    • Effectively mainstream cross-cutting issues (equity, gender, inclusion of persons with disability, human rights, humanitarian principles, protection, accountability to affected populations) into WFP evaluation processes and support the organization in mainstreaming these approaches in programme design and implementation to help ensure that the most vulnerable benefit from WFP services.
    • Manage junior staff members supporting evaluation processes, providing coaching and guidance as required to ensure appropriate development and enable high performance.
  2. Promote WFP's evaluation culture of accountability and learning through analyzing evidence and lessons; preparation of syntheses and summaries of evaluation findings and recommendations; and prepare presentations of these, tailoring messages to specific audiences and platforms, and working with internal and external stakeholders to enhance learning from and use of evaluation evidence in policy, programme and project design.
  3. Other contributions to the OEV work plan, as required.

DELIVERABLES AT THE END OF THE CONTRACT:

By end August 2023:

  1. Timely implementation of 2 CSP evaluations as per timelines agreed about at the TOR Stage.
  2. Additional support to summaries of evidence to be clarified along the process

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Development, Economics, Political or Social Science or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

Minimum 8 years’ of relevant professional experience both in the field and in Headquarters in international development or humanitarian work, evaluation and/or policy studies.

Minimum 5 years’ experience in managing and/or conducting policy or strategic or thematic or country portfolio evaluations in diverse humanitarian and/or development contexts.

Knowledge & Skills:

  • First-hand experience in managing complex, global and country-specific evaluations under time and financial constraints and in diverse contexts (development and humanitarian).
  • First-hand experience in evaluation quality assurance and assessment mechanisms.
  • In-depth up to date understanding of issues and relevant to WFP’s mandate.
  • Broad knowledge of diverse evaluation practices, concepts and principles.
  • Strong planning, coordination and facilitation skills.
  • Excellent drafting skills.
  • Strong communication skills with the ability to create clear, influential messages to senior audiences.
  • Proven ability to produce high quality results to tight deadlines.

Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language (Spanish/French) is required
