BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) has stepped up its approach to broker South-South and Triangular Cooperation (SSTC) significantly over the past few years. WFP brokers SSTC to support national governments in achieving progress on food security and nutrition in line with country priorities as reflected in Country Strategic Plans. SSTC is increasingly important for WFP, and its host governments, to access and mobilize the growing expertise, technologies and financial resources that already exist in developing countries and the global South.
The WFP Programme (Humanitarian and Development) Division (PRO) coordinates the implementation of WFP’s SSTC Policy, which is currently being evaluated, and serves as a helpdesk for WFP Country Offices (COs) and Regional Bureaux (RBx) on SSTC. PRO assures normative guidance and provides technical support/coaching on SSTC to WFP RBx and COs while also engaging WFP’s Centres of Excellence in order to help them identify and realize SSTC opportunities as part of WFP’s programme of work. The Division also coordinates WFP’s SSTC engagement with other UN-partners and government partners and positions WFP on key SSTC issues relating to food security and nutrition in the context of the 2030 Agenda for Sustainable Development.
PRO is advertising a vacancy for a consultant in the context of WFP's growing approach to Global South-South Field Piloting in partnership with MARA, China, as well as WFP's evolving framework for SSTC Engagement and Partnerships.
This position is based in Rome, Italy, and will be for a period of 11 months.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Technical focal point for the rollout of WFP's Global SSTC Field Pilot Initiative, including technical backstopping support to WFP COs.
2. Programme support to WFP COs on project design, implementation, M&E and generation of evidence after roll-out of the pilots, as well as guidance to WFP COs alignment with SSTC priorities and conditions related to donor's contribution;
3. In collaboration with the WFP China Office, facilitate the mobilization of technical expertise from China to country needs and support their adaptation to digital modalities, monitoring of the quality and cost efficiency of services provided by China's experts and their acceptance by COs;
4. Management of information related to the implementation of the SSTC Field Pilots, including timely utilization of funds by COs, preparation of quality briefing materials (with WFP China), in line with PRO’s management guidance;
5. Roll-out of visibility initiatives related to WFP's SSTC Field Pilot Initiative, bringing visibility to SSTC partners and WFP as SSTC broker;
6. Management of information related to the implementation of pilots through WFP's COVID-19 SSTC Opportunity Fund in partnership with MARA, including monitoring of implementation of the pilots, alignment with the donor condition and preferences; identifying suitable implementation modalities and visibility arrangements;
7. Support to the roll-out of WFP South-South reviews, in the context of 2nd generation of CSPs, as in coordination with PRO-T/SSTC's Team Leader, as needed.
8. Analysis and exploration of new partnership opportunities to expand existing partnerships and scope of new partners, innovations, know-how etc in the area of South-South cooperation.
9. Other duties, as required by the function.
Deliverables
The implementation of WFP's Global SSTC Field Pilot Initiative and pilots through the WFP COVID-19 South-South Opportunity Fund is smoothly facilitated. This includes support to the mobilization of China's expertise through liaison with WFP China, as needed.
WFP RBx and COs have received adequate backstopping support during the implementation of SSTC Field Pilot and SSTC COVID-19 Opportunity Fund projects.
Roll-out of WFP South-South reviews in the context of SSTC Field Pilots, as needed.
Results and lessons learned from the SSTC initiatives are captured, systematized and shared with relevant internal and external partners.
New SSTC partnership and engagement opportunities have been scoped and explored in coordination with PRO-T/SSTC's Team Leader.
Contribution to the development of WFP-MARA's SSTC Programmatic Framework as a conceptual basis for expanded partnership and a corporate framework for the SSTC with China.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in International Relations, Agricultural, Development, Economics, Communications, IT, or other fields relevant to the job profile, or first university degree with additional years of related work experience and/or trainings/courses.
Experience: Demonstrated experience in designing and managing development or technical assistance projects in a developing country setting. Experiences in facilitating multi-stakeholder or South-South cooperation projects is a plus.
Knowledge and Skills: Demonstrated strong communication, writing and conceptual skills. Experience in graphic and web design is an asset. Excellent teamwork, outreach and engagement skills. Proficiency in MsOffice (Word, Excel, Power Point).
Language:
Fluency in English is required.
Working-level knowledge of Chinese is an asset.
