Job Description:

JOB PURPOSE:

The purpose of this position is to coordinate and support field operations of multiyear and multi Donor funded programme in the Azraq Camp, safety and security, fleet arrangements/management, logistics & procurement and office supplies for the project, the role will play a critical part in managing and coordination at the field. The job holder will work alongside the Project Manager on the day-to-day planning, coordination and reporting on Project deliverables to identified beneficiaries towards achieving WVI objectives, as well as supervising project assistant. Covering PM’s roles as an OIC roles her/his absence This position will have two or more reporting lines.

Major Responsibilities:

Admin and Security

  • Ensure all staff, including teachers, IBV’s, as well as guards are properly trained and up-to-date on security and safety regulations at the center as well as WV’s safeguarding policies
  • In coordination with PM, raise and follow-up on any incident reports occurring in the center or affecting RTR programming
  • Conduct needs assessments at the center to ensure that any maintenance/safety and security needs are properly identified and addressed in a timely manner.
  • Ensure all required permits for camp entry are in place in coordination with the team, SRAD and camp management
  • Ensure the safety of assets at warehouses and WV RTR facilities through proper recording and monitoring of assets and supplies
  • Serve as the main focal person in the field for the project
  • In coordination with PM, liaise with MoE, and any other stakeholders to inform them about the project operations and activities, processes, locations and plans.
  • Keep regular follow-ups with the PM and other departments to ensure the timely delivery of planned activities.
  • Monitoring the IBVs project tracker by managing the data entry and the project assisstant tasks.
  • Maintain and update databases sheets
  • Review project reports and provide inputs when needed

Logistics, Procurement and Fleet

  • Ensure that all logistics/procurement processes are completed from start to end (opening and closing purchases)
  • Ensure that all supporting documents are provided and upload on Provision in a timely manner
  • Support the PM in the development of procurement plans and subsequently cashflow
  • Coordinate and collaborate with the logistics and procurement departments for purchasing, contracting, and storing materials,
  • Responsible for receipt, safekeeping, handling and management of the project resources at the implementation site.
  • Focal point with the Ministry of Education warehouses units and the purchasing of MoE curriculum.
  • Monthly reports of procurement status
  • Managing fleet requests, RTR drivers and transportation of good to/from the centers
  • Tracking and archiving transportation log sheets.
  • Track record of the worksheets, Attendance and other related documents necessary for the payment Process

Financial Management

  • Track and provide inputs on the project spendings
  • Support PM in the review of monthly transaction lists in financial reports to ensure proper reflection and allocation
  • Supervise and facilitate a safe and secure cash distribution process to IBV’s at the camp

MEAL department involvement of the project progress checks

Acting as an PM OIC when needed

Any other task as requested

Required Professional Experience

  • Previous experience with INGOs
  • Minimum of 3 years of experience in similar field
  • 2-3 years at least from the requested in coordination level
  • Experience in logistic, procurement, asset management and coordination
  • Knowledge of budget planning and management
  • Computer literate mainly with MSOffice software package
  • Good communication skills and ability to build collaborative relationships
  • Child protection and/or early education background
  • Ability to foster a good team spirit

Required Education, training, license, registration, and certification

University degree in business administration, social science or any related field.

Preferred Knowledge and Qualifications

  • Good working experience in child protection systems strengthening, child protection advocacy and familiarity with core principles of children rights, child protection, participation, Do No Harm, as well as INEE minimum standards, Red Cross and NGO Code of Conduct, is an advantage.
  • Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management.
  • Excellent analytical/problem-solving skills and attention to detail in the development of written documents
