Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 16,767.- JOD yearly.
Introduction
The KfW-funded Employment Intensive Investment Program (EIIP) in Jordan started in 2016 with the objective of providing employment to Syrian refugees and host Jordanian communities. Since then the project has expanded its focus from employment creation to the construction and maintenance of public infrastructure and the skills development of beneficiaries to improve their employability in the Jordanian labour market, while continuing the local economic benefits of large scale employment following the principles of decent work.
The programme in its sixth phase under Outcome 2 ‘Improved perspectives for longer term employment and income of Syrian refugees and vulnerable Jordanians’ will implement activities related to skills development (vocational training, work-based learning etc.) and entrepreneurship training. The Project Assistant will be recruited to support the logistics, administration, implementation and monitoring of programme activities under Outcome 2, and any other duties that may be required.
Reporting lines:
The incumbent will report to the Skills and Enterprise Officer of the project and under overall guidance of the CTA, and will work closely with all other members of the team.
Description of Duties
The project Assistant will undertake the following tasks:
1. Assist in monitoring the development plans and priorities, reports and other relevant information of project implementing partners with a view of identifying potential areas for cooperation.
2. Coordinate the selection of training courses and beneficiaries for the training programmes as per the selection criteria and ensure close coordination with the project worker database.
3. Operate as the focal point for training beneficiaries for the project under Outcome 2, and facilitate their participation in the training programmes. Seek feedback and operationalise actions in consultation with other team members.
4. Periodically follow up with trainees to ensure successful completion of training courses, troubleshoot issues that may arise in selection, completion and graduation.
5. Conduct regular follow up visits to training centres and sites to monitor progress of ongoing trainings and compile summaries on the visits.

6. Support communication of results under Outcome 2 by facilitating regular collection of quality visual materials, human impact stories, interviews etc.
7. Coordinate and support on day-to-day implementation activities with external training providers and consultants along with the Skills and Enterprise Officer. Ensure and guide implementing partners in providing quality technical and financial reports in a timely manner.
8. Provide programming and administrative support to activities undertaken by the implementing partners and prepare briefs, periodical reports and statistical data on status of project activities, to contribute to the preparation of technical and progress reports.
9. Responsible for administrative tasks related to Outcome 2, including logistical support to the project personnel, consultants and partners, and provide logistics arrangements for conferences, seminars, workshops and meetings.
10. Assist in maintaining financial transactions and reporting systems in accordance with the ILO financial rules and regulations for Outcome 2 working closely with the project’s admin & finance team. Prepare administrative and finance related briefing materials for the supervisor for reporting purposes and meetings with donors.
11. Perform other duties as may be assigned.
Required qualifications
Education
Completion of secondary education.
Experience
Five years of progressively responsible clerical and administrative work, and some training in an administrative field. Proven experience of implementing technical cooperation projects and working effectively with government bodies in charge of policy making and with development partners would be an asset.
Languages
Excellent knowledge of English and good knowledge of Arabic.
Competencies
- Knowledge of programme and budget and through understanding of wide range of administrative policies and procedures.
- Ability to work with word processing, spread sheet, web-browser, as well as other computer software packages required for work.
- Thorough knowledge of in-house procedures for the preparation of documents and administrative forms, and for the creation and maintenance of filing systems.
- Good knowledge of accounting principles and practices.
- Ability to prepare preliminary reports and to draft correspondence.
- Good communication skills, both orally and in writing and ability to communicate with people in a polite, courteous and cooperative manner.
- Ability to organize own work and to work independently as well as work in a team.
- Ability to work under pressure and to meet the deadline.
- Must demonstrate responsible behaviour and attention to detail.

Candidates assessed by the Panel and considered to be eligible for appointment but who are not selected for this vacant post may be offered an assignment to another position at the same or lower grade provided that they meet the minimum qualifications required.
