Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 37,761 JOD yearly.

Introduction

Phase VI of the BMZ (through KfW) funded Employment Intensive Investment Project (EIIP) builds upon the commitments made under the Jordan Compact signed in 2016 aimed to improve employment opportunities and basic services for refugees towards providing a sustainable solution for Syrian refugee crisis in Jordan including through their integration into the labour market.

The key objective of the EIIP VI is to create short-term job opportunities that enable both refugees and vulnerable host communities in Jordan to earn an income. Through these short-term jobs the Programme will contribute to improved living conditions and sustainable development in terms of increased forest cover in Jordan and in terms of improved municipal infrastructure. Phase VI includes a large forest planting and rehabilitation component, with the potential for significant levels of carbon capture or sequestration. The work envisaged under the forestry component are labour-intensive works such as forest landscaping and restoration, land preparation and tree planting. The programme will also build capacity of stakeholders to increase their understanding of employment intensive approaches as well as decent work and inclusion.

The National Officer (Engineer with agriculture responsibilities) will lead the day-to-day management and technical guidance of the short-term job creation and sustainable forestry component.

He/she will report to the Chief Technical Adviser (CTA) of the project. They will work in close collaboration with the rest of the project team.

Description of Duties

  1. Contribute to reviewing existing guidelines, standards, procedures, criteria, specifications and formats related to the various engineering aspects of the planning and implementation of the programme (including environmental and social safeguard aspects) and provide leading support in their adaptation, modification and/or development, as required.
  2. Oversee the work of and provide guidance to consultants in concerned areas. Supervise staff as applicable.
  3. Provide support in assessing capacity building requirements and in developing and implementing a staged capacity development model in relation to agricultural work.
  4. Supervise EIIP site assistants on Ministry of Agriculture sites
  5. Conduct training and on-the-job training, provide implementation support and technical advice on the tasks undertaken by the Implementing Agencies’ staff, contractors and Ministry of agriculture staff.
  6. Support technical training components as required
  7. Act as the first point of contact and coordinate closely with relevant government ministries specially the Ministry of Agriculture, its Directorates and concerned stakeholders in the implementation of the planned activities and the delivery of the physical outputs.
  8. Contribute to the preparation of all technical documents including cost estimates, bids, contracts, work programme, technical and financial reports.
  9. Contribute in preparing ToR`s for various implementation agreements
  10. Provide supervision and technical control of the contracted agencies and ensure compliance with standards and targets, jointly inspect completed tasks with respective ministry counterparts, and prepare periodic technical progress and final reports.
  11. Monitor employment records and advise the respective implementing agency to ensure it meets the minimum requirement set by the Donor.
  12. Regularly travel between the various project sites to perform the supervisory and implementing duties mentioned above.
  13. Collaborate with other team members in implementing employment intensive works.
  14. Perform any other duties assigned by the supervisor.

Required qualifications
Education

First level university degree in agriculture engineering.

Experience

  • At least three years of professional experience in agriculture development work in Jordan.
  • In-depth knowledge of agriculture sectors and forestry sectors required, knowledge of sustainable and environmental management desirable. Experience working with Ministry of Agriculture or other related government entities desirable. Experience in designing and delivering capacity building/training activities, and working with contractors, tendering desirable.
  • Knowledge and experience in all elements of forestry, including site selection, land preparation including terracing and contouring, species selection, fencing and protection from animals, planting, drip and flood irrigation, tree maintenance and soil erosion control
  • Knowledge of decent work issues and/or mandate and work of ILO

Languages

Excellent knowledge of the English and fluency in Arabic. (Ability to translate technical documents into Arabic or English will be an advantage).

  • Ability to interpret project information and to identify and analyze problems with implementation. Good analytical skills with the ability to write in a clear and practical manner.
  • Ability to communicate effectively both orally and in writing in English and Arabic. Ability to clarify information.
  • Good computer applications skills. Organizational skills.
  • Ability to work on own initiative as well as a member of a team. Ability to deal with people with tact and diplomacy.
  • Sensitivity to diversity – work effectively with multi-national, multi-ethnic project team members and have a gender sensitive behavior and attitude.

Candidates assessed by the Panel and considered to be eligible for appointment but who are not selected for this vacant post may be offered an assignment to another position at the same or lower grade provided that they meet the minimum qualifications required.
