The Program / Department / Team

Mercy Corps Jordan (MCJ) recognizes that communities are the best agents of their own change and development and that local markets are strong engines of long-term recovery. Therefore, MCJ empowers people to survive crises, build better lives and transform their communities, helping people triumph over adversity and build stronger communities from within. Through a social behavior change approach (SBC) and by targeting smallholder farmers, food producers, and youth, the proposed initiative will provide immediate support to improve production and ensure access to profitable markets, while building capacities for income generation beyond the life of the program. Sustainability is central to the design of this program which uses a community-based water management approach giving ownership of activities and outputs to communities and improving the management of the water resources. This program strongly emphasizes self-sufficiency and will leverage Mercy Corps CATALYSE approach (Communities Acting Together to Advance Linkages Yielding Social Engagement), which puts communities at the center of program development and implementation and supports the facilitation of an enabling environment and opportunities that deliver long term benefits. To help strengthen the community’s human, physical and financial capital, Mercy Corps will work with the community, smallholder farmers, food producers, and youth to (1) establish water security through mentorship and infrastructure rehabilitation to decarbonize water systems; (2) adopt best agricultural, water, and irrigation practices; (3) develop entrepreneurial skills, networks, and agency to access business opportunities, financial markets, and digital services. This will in turn help improve the community's ability to cope with shocks and meet their long-term needs in a climate-responsive community-based approach, thereby enhancing their livelihoods and resilience.

Also, Mercy corps is working with 11 flood-prone communities (in urban and rural areas) to measure their resilience, develop interventions with the communities to address flood risks, advocate with the government to address these gaps, and take learnings from resilience measurements and interventions to share with the government and global level policy conversations focused on climate change and disaster risk reduction. The interventions will not only strengthen physical infrastructure, but also build social and human capital through activities such as participatory development of community evacuation plans. The program will further facilitate the development and training of community advocacy committees – the committees will identify flood resilience support needs and advocate to local government stakeholders on improved policies and investment. This participatory approach will equip communities with networks, platforms, and skills so they can actively engage with and influence local policies beyond the program period.

The Position

The Monitoring, Evaluation, and Learning Coordinator will lead the MEL implementation of Livelihoods and Environmental Actions for Development (LEAD) and support the MEL Implementation of Building Communities Flood Resilience Project (ZFRA). S/he will work with the projects team to conduct regular monitoring and evaluation (MEL) of the project activities

The MEAL Coordinator will lead in setting up MEL systems in the project and implementing partners, data collection and reporting. Additionally, the MEAL Coordinator will coordinate the efforts of the project team in making proper documentation and filing (in the main office and partner CBOs) to ensure the projects are following the minimum standards set out in the agreement. The MEAL Coordinator will report directly to the Project Manager but will work closely with MEAL Advisor and other project team members.

  • This position’s duration is until the 31st of May 2023.

Essential Responsibilities

Monitoring, Evaluation, and Learning:

  • Lead development of systematic and realistic monitoring plan that captures quantitative and qualitative data to report on program indicators
  • Develop MEL plan, indicator plan, analysis plan related to the projects logical frameworks and following MC standards.
  • Prepare baseline/endline surveys and analyze the data to prepare baseline/endline comprehensive reports
  • Conduct quarterly learning review, final internal performance review.
  • Conduct Data Quality assessment (DQAs) regularly.
  • Update MEL results using TOLA Data platform regularly.
  • Assist in organizing and maintaining filing for the project in accordance with Mercy Corps Program Management Minimum Standards.
  • Support in developing a strong and soft filing structure for partnered CBOs’ documents.
  • Ensure compliance with relevant Mercy Corps New MEL policy and donor policies and regulations.
  • Support in developing M&E training material for CBO capacity building.
  • Support building the capacity of project team and partnered CBOs on the data collection and management, analysis, reporting techniques and requirements for relevant donors through arranging structured training and providing continuous on-the-job training to partners.
  • Ensure effective implementation of the complaints process and mechanisms includes train the project team and partnered CBOs on their utilization
  • Ensure adherence to participants' data protection protocols.
  • Actively participate in monthly Jordan MEL community of practice and support other MEL teams where needed.
  • Other duties as assigned.

Data collection: Data for project Monitoring

  • Develop data collection tools and instruments – including digitized data collection methods i.e. ODK collect using XLS forms.
  • Establish and maintain a comprehensive and updated database for the project.
  • Handle, maintain and troubleshoot data collection issues that arise in the field.
  • Record completed data entry forms and requests as needed.
  • Keep up to date with the latest technologies to facilitate data-driven programmatic decision-making and program quality assurance.
  • Lead on collecting, compiling, and disseminating project team field reports or progress reports on a regular basis.
  • Utilize proper technologies to enable greater information sharing and generate visual insight reports to improve MEL outcomes.
  • Might be required to travel regularly to different areas across Jordan (Southern Governates in specific).

REGIONAL SYSTEMS AND SUPPORT FUNCTIONS

  • Ensure that effective systems are in place in all country offices for the adequate management of human resources, financial and operational field support functions.
  • Review and support country team adherence to Mercy Corps and donor policies and procedures.
  • Capture and disseminate best practices on operations, finance, and HR systems across country teams to ensure highest quality and standards.
  • Provide dedicated support to country teams in the event of an emergency or startup of a complex program that requires additional resources.
  • Collaborate with country finance leads in producing bi-annual master budgets.

HUMAN RESOURCES, SAFEGUARDING AND DIVERSITY

  • Support Mercy Corps global and regional initiatives for human resources, including safeguarding and diversity, and talent development.
  • Collaborate with the people team to promote staff access to high quality learning opportunities, with a special emphasis on national team member development.
  • Assist with the on-boarding of senior team members, ensuring they are set up for success and familiar with agency systems, procedures, and protocols.

RISK MANAGEMENT

  • Engage and support countries across the region to ensure that adequate risk management systems are in place.
  • Collaborate with country leadership to support preparedness and response to major disruptive events.
  • Engage with country teams on the internal audit process to track findings and ensure country team compliance with IA findings and recommendations.
  • Engage with country level Ethics and Assurance managers as well as the global Ethics and Assurance department to track and analyze trends and needs across countries.

Minimum Qualification & Transferable Skills

·Bachelor’s degree in development studies, economics, statistics, social sciences, or another relevant field.
·Minimum 4 years of experience in M&E with proven experience in data visualization and using relevant data collection platforms.
·Proven experience in developing MEL plans and baseline/endline reports is a must
·Knowledge of program development, project cycle management, and project documentation.
·Experience in the development of M&E systems and data collection tools for Experience with data management and the ability to structure/collate data sets for ease of analysis.
·Proficiency in Microsoft Office applications including Excel and Word
·Proficiency in developing XLS forms and using ODK is required.
·Fluency in Arabic and English.
·Excellent qualitative/quantitative analytical skills and experience, with demonstrable abilities in Excel, Access, and/or statistical packages Actively promote communication, learning, and accountability, while demonstrating a commitment to capacity-building.

Living Conditions / Environmental Conditions

The position is based in Amman, Jordan or other Middle East Mercy Corps locations and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
