PROGRAM/DEPARTMENT SUMMARY:

The Informal Livelihoods Advancement Activity (Iqlaa) is a five- year activity that aims to put Jordanian Micro and Small Enterprises (MSEs) on a path to recovery after the extraordinary crisis that the businesses have faced, help them access the safety net measures in Jordan, and, most importantly, regain productivity and growth.

Mercy Corps approach to IQLAA integrates direct assistance with market systems development (MSD) interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge from the COVID-19 crisis stronger and more resilient, transformed through new ways of doing business and improved access to finance, markets, and services. Understanding that women, youth, and people living with disabilities (PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse a Gender, Youth and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps approach is committed to supporting MSEs build back, formalize, and grow, emphasizing systems-level change, equitable opportunities, and a dignified work environment for all women, men, and youth, and PLWD in Jordan.

GENERAL POSITION SUMMARY:

The Monitoring and Evaluation Assistant will support the implementation of the IQLAA program. S/he will assist MEL Coordinator and the M&E Officer in regular monitoring and evaluation (MEL) of the project activities. The M&E Assistant will provide support in setting up MEL systems in the project and with data collection andM&E reporting. S/he will support the establishment and implementation of the complaint mechanisms and coordinate the response. Additionally, the M&E Assistant will be responsible for proper documentation and filing to ensure the program following minimum standards set out in the agreement. The M&E Assistant will report directly to the MEL Coordinator but will work closely with other project team members.

Duties:

  • Liaise with MEL focal points across sites and project’s MEL units.
  • Handle the data entry process, forms, and inputs where needed.
  • Support in preparing monthly, quarterly, and annual progress donor reports.
  • Support in quantitative and qualitative data collection and analysis.
  • Ensure the validity and reliability of the entered data through intensely engaging in supervision and monitoring of MEL focal points through field visits or real time data monitoring;
  • Plan and oversee the data collection process in close coordination with MEL focal points to ensure the quality of the collected data in a timely and appropriate manner;
  • Assist in monitoring all project activities across targeted sites;
  • Monitor and troubleshoot data collection related issues and report it back to the MEL unit;
  • Assist field team with uploading and reviewing the filled forms;
  • Build the capacity of the field teams by providing timely feedback and suggestions
  • Assist in providing MEL trainings and refreshers to MEL focal points;
  • Ensure adherence to participants data protection protocols;
  • Review data following translation, to ensure that translation is accurate and faithful to raw data.
  • Maintain the project database and suggest ways for improving its utility and functionality.
  • Support in updating MEL results on TOLA.
  • Lead the facilitation and coordination of field visits for Mercy Corps staff and donor agency visitors
  • Support in developing a MEL plan, conducting quarterly learning review and final internal learning review.
  • Ensure compliance with relevant Mercy Corps New MEL policy and donor policies and regulations
  • Actively participate in Jordan MEL community of practice and support other MEL teams where needed.
  • Other duties as assigned.

Accountability to Beneficiaries

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY: N/A

REPORTS DIRECTLY TO: MEL Director

WORKS DIRECTLY WITH: Senior Project Manager, MEL Advisor, Team Leaders and Area coordinators and officers, other project officers, sub grants coordinator, operation & procurement team.

KNOWLEDGE AND EXPERIENCE:

  • Minimum BA degree in Sociology, Economics, Statistics, Industrial Engineering or other relevant field or equivalent training in information technology systems, data or computer science, or related field
  • 1 year of work experience in monitoring and evaluation of development and/or relief programs and/or data collection and management and database management systems for larger organizations, preferably in humanitarian or development context.
  • Demonstrated understanding of cloud-based information systems, data management, and data collection platforms with ability to manage multiple user profiles, security and concerns, various data integration requirements, and data analysis
  • Demonstrated skills in reporting, data collection, qualitative analysis methods, and database management
  • Excellent writing skills, including reports, best practices, cases studies, etc.
  • Proficiency in Microsoft Office applications including Excel and Word.
  • Proficiency in developing XLS forms and using ODK is required.
  • Fluency in both English and Arabic is required
