Organizational Unit Migration Management Unit

Context and Scope
Within the framework of a Canadian-funded project, IOM will support the Jordanian armed forces in increasing their capacity to deploy female border guards through the construction of two new female accommodation buildings in Amman and Irbid.
Core Functions / Responsibilities:
1. Project Documents
- Review drawings and provide related engineering details using software packages such as Auto Cad and Revit and correct errors or omissions in contract drawings.
- In coordination with the Migration Management Officer, work with the MMU team directly on the planning, design, and development of specifications for all phases of construction.
Bidding and contract Awarding:
- In line with IOM procurement and legal policies, the incumbent will assist in compiling and drafting documents for competitive tendering, including layout drawings, building plans, bills of quantity (BOQs) and any other relevant technical documents.
- Participate in Bids Evaluation Committees as assigned by the Chief of Mission, for relevant procurement activities and participate in the tender evaluation process including assessment of bidders' qualifications, competency, and experience.
2. Project Monitoring:
- Prepare a thorough technical/construction projects monitoring system and ensure compliance and strict adherence by all the actors working on site.
- Supervise progress of work, receive its inputs and produce internal reports leading to the preparation of payments, and conduct joint verification site visits.
- Verify that due diligence steps are being followed as per recommendations and guidelines from IOM and the Jordanian Engineering/Construction Association and report any discrepancies to the supervisor.
- Travel frequently to the project sites as needed.
3. Project Reporting
- Ensure accurate record-keeping for construction inspections, quality audits, and records of actual quantities maintained and drawings are kept up to date, and variations and addendums are issued correctly.
- Report on technical issues and work done and submit progress reports as needed.
- Provide reports in a timely manner to the senior management and Procurement and Logistics Unit.
4. Project Liaison:
- Liaise with relevant government authorities and partners throughout the project under the supervision of the MMU Head in order to ensure that the project is on track with planned construction activities.
- Perform other duties as may be required for the successful completion of outputs.
EDUCATION AND EXPERIENCE:
- Bachelor’s degree from an accredited academic institution in civil or structural or architecture engineering.
- Four to six years of relevant professional experience as an engineer/architect including waste management and building services expertise; familiarity with simple sustainable measures is a plus.
- Four to six years of previous experience in contracting, renovation, maintenance, and construction work.
