The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. In the Middle East, NRC has over 3,000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Libya, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies (CCs) of Shelter, Education, Water and Sanitation Hygiene, Livelihoods and Food Security, and Information Counselling and Legal Assistance (ICLA) to aid people affected by conflict. The Syrian Crisis is in its twelfth year and humanitarian and protection needs continue to grow inside Syria as a result of the ongoing complex emergency situation in which displacement is both massive and widespread.

NRC’s programming in Syria has a strong humanitarian, protection and resilience focus that looks to meet vital needs through sustainable solutions to increase early recovery outcomes through integrated Programme responses. In this complex, challenging operating environment in Syria, NRC is working to strengthen the safety, protection and the effectiveness of its programmes. This will be done through ensuring adherence to Protection Mainstreaming standards, through implementing the NRC Safe and Inclusive, Programming (SIP) approach, analysing concerns of the population and exploring any potential areas for increased integration in CC responses.

The purpose of the Shelter and WASH Project Coordinator is to lead the delegated portfolio of Shelter and WASH or related projects. The position holder will be responsible for managing components of the NRC Shelter and WASH projects, and staffing in the field. Projects in this area are delivered through remotely managed NRC staff. The position holder is expected to follow NRC’s standards, procedures, and guidelines for project governance applicable to particular projects. He/she is also responsible for the overall planning and coordination of all Shelter & WASH interventions, either directly within the Shelter and WASH CC or as an integrated approach across other core competencies (CCs).

In addition to project delivery, the position contributes to the broader Syria Response Country-Level programme development in collaboration with the Shelter and WASH project manager and Specialist.

Generic Responsibilities:

1. Line management of project staff;
2. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
3. Contribute to Shelter and WASH strategy development, and project proposals and provide input on needs and gaps;
4. Manage and implement a delegated portfolio of Shelter and WASH projects (activities, budget and project documentation) as delegated by the Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality;
5. Provide regular progress reports to the Shelter and WASH Project Manager and CC Specialist;
6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist;
7. Promote and share ideas for improvement and necessary changes in the activities;
8. Ensure capacity building of project staff and transfer key skills;
9. Liaise and collaborate with relevant local authorities and other key stakeholders;
10. Promote the rights of IDPs/returnees in line with the advocacy strategy;

Specific Responsibilities:

1. Project Cycle Management (PCM) & Implementation. As delegated by line-manager, responsible for the successful implementation of all Shelter and WASH projects delivered through direct modality throughout the full project cycle. The position-holder will be required to represent the Shelter and WASH project team in PCM meetings and to produce key PCM documentation (e.g. planned against achievement, M&E Matrix, work and procurement Plans, etc.).
2. Capacity Building. As delegated by line-manager, responsible for supporting the successful capacity building of NRC and partner Shelter and WASH staff in relevant competencies. This includes – but is not limited to – ensuring performance management of all junior Shelter and WASH project team members (including regular 1:1 meetings), identification of capacity-building needs, and planning and resourcing capacity-building initiatives within the framework of the NRC Syria Response strategies, tools and guidelines.
3. Technical Quality. Support the Project Manager in ensuring the implementation of high-quality Shelter and WASH projects by NRC, in accordance with the agreed NRC Syria Response Office and CC Strategies, tools and guidelines. This includes – but is not limited to – ensuring the achievement of Value-for-Money; compliance with global, national and local standards; ensuring the compliance of all Shelter and WASH projects with Housing, Land and Property (HLP) requirements; meaningful consultation with affected populations throughout the project-cycle; needs-based targeting and selection; and integration with other Core Competencies where relevant.
4. Programme Development. Contribute input into the Syria Response (country-level) Shelter and WASH programme development initiatives. This may include – but is not limited to – collecting data on context and needs analysis, overseeing primary needs assessment, pilot activities and meaningful engagement in relevant forums and learning events. The position-holder may be requested to represent the Area Office Shelter and WASH project team at NRC Syria Response Shelter and WASH workshops, Community-of-Practice meetings/calls, project update meetings, training and other related events.
5. Project M&E. As delegated by the line manager, responsible for accurate and high-quality monitoring and evaluation of NRC Shelter and WASH or related activities, including information management and archiving. This will include – but is not limited to – the successful implementation of construction/process, output and outcome monitoring conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Syria Response M&E Strategy, tools and guidelines.
6. Reporting. As delegated by the line manager, responsible for accurate and high-quality contributions to reporting NRC/partner Shelter and WASH Area-level achievements through all relevant reporting mechanisms. This includes, but is not limited to, internal reporting mechanisms (e.g. NRC GOORS, Protection Reports), donor reports and inter-agency reporting of achievements (E.g. 4Ws).
7. Protection Mainstreaming. Responsible for supporting protection mainstreaming in all Shelter and WASH or related activities throughout the project cycle. This includes ensuring the safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
8. Coordination & Representation. As delegated by line-manager, responsible for representing NRC Shelter and WASH programmes online and in Camp-level coordination mechanisms, in formal and informal forums and through bilateral (peer) coordination. Representation and promote strong working relationships with government counterparts and that stakeholders are informed on NRC’s activities.
9. Logistics, Finance, and Human Resource Management. Supports the project manager in budget management for all Shelter and WASH projects/portfolios implemented in the Area. Responsible for ensuring appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Shelter and WASH team (including supply chain management), ensuring timely and accurate development of procurement plans, recruitment plans, and spending plans per project and sharing these with relevant support colleagues, timely submission of monthly CC-specific cash forecast to Finance and relevant Procurement Requests to Logistics, continuously and proactively plan CC-specific staff requirements and liaise with HR and Admin to ensure the same.

Qualifications:

• Minimum 3 years of experience in project implementation in humanitarian/recovery contexts;
• Previous Experience working in complex and volatile contexts;
• Documented results related to the position’s responsibilities;
• Knowledge about own leadership skills/profile;
• Fluency in English and Arabic, both written and verbal;
• Minimum 2 years of experience working in construction, engineering, architecture or equivalent;
• Bachelor’s Degree or above in water and sanitation, civil, structural engineering, architecture or similar;
• Technical Shelter, WASH and Emergency Response expertise;
• Knowledge of the context in Syria;
• Experience with remotely managed programming;
