Health and Safety Officer
TEAM PURPOSE: To provide effective support to the Syria Crisis Refugee Response Programmes in Jordan.
JOB PURPOSE:
Oxfam operates two solid waste separation sites, one disinfection site, and three warehouse/storage spaces in Za’atari Camp. Oxfam is also processing solid waste using heavy machinery, overseeing field engineering works, and maintains a caravan-office set-up for approximately 45 staff. All Oxfam staff travel to the office using 3rd party rental vehicles on the most dangerous roads in Jordan. The job purpose of the Health & Safety Officer is to co-ordinate across all teams in Za’atari Camp managing office, site and fleet. The officer will establish, manage and monitor standards, processes, communications, training and systems to ensure all responsibilities associated with Health and Safety within Za’atari Camp are adhered to.

KEY RESPONSIBILITIES
- Ensure a safe workplace environment in Za’atari Camp and Mafraq office for Oxfam staff and volunteers.
- Ensure a safe workplace environment for Oxfam staff and refugees in all operational sites managed by Oxfam across Za’atari Camp (disinfection centres, recycling centres, warehouses, etc.)
- Ensure that Za’atari Camp fleet management is done in a safe manner with adequate monitoring.
- Revise and update Health & Safety policies and procedures for Oxfam’s operation in Za’atari Camp.
- With the PHE team, ensure contractors delivering Oxfam contracts meet their statutory obligations in all areas pertaining to health, safety and welfare at work.
- Complete and regularly review of risk assessments for all work equipment and operations in Za’atari Camp.
- Ensure that all accidents are documented, investigated and recommended improvements implemented.
- Ensure in Za’atari Camp that safety inspections are carried out, fire drills and fire alarms are correctly reported and staff and refugees are aware of their responsibilities.
- Maintain with HR team full and accurate health and safety and training records for Za’atari Camp.
- Establish a structured programme of health & safety training throughout Oxfam in Zaatari Camp.
- Liaise with external health & safety consultants in the provision of training programmes and health and safety services if required.
- Ensure that all agreed action points are completed within deadlines.
- Keep up to date with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to HR.
- As a member of the Za’atari Camp management team, provide regular reports on relevant health and safety activities.
- Liaise with suppliers i.e. Insurers, contractors for procurement of H&S equipment/PPEs.
- To carry out for Amman and Mafraq offices, a monthly health and safety inspection with the Security Officer and HR Manager.
- Any other reasonable duties which may be required by management from time to time.

Experience, Knowledge & Competencies
Essentials
. Graduate from a recognised university
- At least 2 years recent and relevant experience in a similar role
- Handling of H&S investigations and trainings
- Experience of formulating, implementing and revising H&S policies and procedures
- Relevant qualification and certification on H&S
- Good coordination skills; and strong commitment to gender equality and social justice;
- Excellent communication and interpersonal skills;
- Proven knowledge of computerised systems; high degree of computer literacy and word processing
- Ability and experience to train people;
- Potential and flexibility of attitude to learn;
- The post holder should be at ease in working with local communities and Syrian refugees.
- Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
- Sympathy with the aims and objectives of Oxfam.
- Spoken Arabic is essential
- Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies

- Experience of working in a multicultural team.
