ORGANIZATIONAL CONTEXT

KEY ACCOUNTABILITIES (not all-inclusive)

Under the general direction and supervision of the Chief of knowledge management and digital innovation, the knowledge management officer will contribute to WFP’s ongoing knowledge management transformation and oversees a learning and development specialist and part-time platform manager. The role will be the hey holder of a very wide range of knowledge management tools and platforms, and further define and reinforce the role nutrition knowledge management plays within WFP.

You will be responsible for the following tasks:

  • Supervise the knowledge management team
  1. act as a role model of the values, principles, and standards of WFP, actively contributing to creating an enabling, inclusive work environment through respectful and constructive communication and holding self and other team members accountable for their actions.
  2. Oversee development and implementation of workplans and deliverables within the team; and provide guidance and day-to-day management as required.
  • Develop a knowledge management and learning strategy, with a focus on internal needs but a vision to expand towards a broader and external contribution and engagement on knowledge management using the latest knowledge management trends and standard methodologies.
  1. Develop a solid understanding of the nutrition policy and global and regional priorities, and support drawing out of the knowledge management and capability development implications.
  2. Support the development of continues learning and development needs analysis, and formulation and/or updating of knowledge management and learning strategy
  3. Lead the identification and development of appropriate tools, platforms, design, and delivery mechanisms to meet the needs of target audience and establish relevant key Performance Indicators (KPIs) to track the impact of knowledge management and learning interventions.
  4. Lead the development of a monitoring and evaluation (utilization, reach and effectiveness among other indicators) framework of current and newly proposed learning solutions and other mechanisms, and propose solutions and improvements within the knowledge management and learning strategy as required.
  • Researching of appropriate knowledge management and learning globally on relevant nutrition and not-nutrition related topics/skills and capabilities with the intention to create linkages and leverage to reduce duplication of effort and maximize access, availability, and utilization.
  • Own the development, maintenance/improvement, and implementation of a wide range of internal knowledge management tools; this includes identifying tools; direct management and/or overseeing team members.
  1. Support quality control and strategical guidance of training interventions and sessions including coffee chats and brown bags, both face-to-face and remotely implemented by the learning and development specialist
  2. Strategically guide and oversee the development and inclusion of learning and development modules within WeLearn; WFPs internal learning platform, guarantee that all learning solutions maintain of the highest quality possible and reach the required audience addressing the intended learning gaps implemented by the learning and development specialist
  3. Guide and oversee platform management of different cooperate websites intended to share information such as newgo (intranet), godocs, wfpmanuals and wfp.org by the platform manager
  4. Identify, implement and manage a community of practice or other identified KM tool within WFP Nutrition and other WFP divisions; with a focus of exchange of challenges, barriers and lessons learnt to overcome while implementing nutrition programming (sensitive and specific). Yammer is currently being rolled out, but appropriateness needs to be assessed. Case studies were developed in the past; but reach and impact are insufficiently showcased.
  5. Manage internal newsletters including this week in nutrition and an evidence digest with relevant nutrition research updates.
  • Represent and strategically engage WFP with external knowledge management platforms, tools and opportunities such as emergency nutrition network, UN nutrition journal among others. This includes the identification of interesting lessons learnt and/or field experiences showcasing WFPs work within nutrition; and matching them towards opportunities for contributing towards a global knowledge base on nutrition. This includes coordination with regional and country office’s and assuring quality of submissions are in line with external and internal standards.
  • Work in close coordination with the Innovation and Knowledge Management Division (INK) and engage with relevant internal WFP knowledge networks
  • Any other task required; this might for example include work on south-to-south cooperation for nutrition and other tasks.

DELIVERABLES BY THE END OF THE CONTRACT

The following deliverables will be expected:

– Finalized knowledge management and learning strategy, (including M&E)

– Knowledge management and learning strategy is successfully implemented, this might include the following sub-set of deliverables

  • Development of training packages and other learning opportunities/tools kits for priority areas successfully completed and tools launched with clear outcomes and impact measures
  • Coffee chats and brown bags organized, and in-kind/online learning facilitated at the required quality
  • Lessons learnt generated, shared and contribute to a global evidence base and improved internal WFP programming

– This role allows for the revision and strategical thinking of how knowledge management within nutrition will look like; thus, deliverables will be based on the way forward identified.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Master’s degree or equivalent in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field. Or A first-level university degree in combination with qualifying experience may be accepted instead of the advanced university degree.

Experience:

You have at least 5 years of post-graduate, progressively responsible professional experience at national and/or international levels in:

  • Information, Communication and Knowledge Management or Nutrition.
  • A minimum of two years of experience in global nutrition and strong technical knowledge of core nutrition issues and programming.
  • Developing and implementing knowledge management system design and roll-out for the UN, non-profit organizations and/or private sector companies, tracking their success and analyzing results

Language:

You have:

  • Fluency (level C) in the English language
  • Working knowledge of the French language (Level B) is desirable

  • Proven writing skills, with an ability to identify lessons learnt, and convey complex ideas in a clear, direct, and lively style.
  • Excellent knowledge of online collaborative tools with the ability to adapt quickly to technological changes.
  • Exposure to and understanding of WFP is an asset.
  • Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills.
  • Ability to link KM to key principles of WFP as well as to the main elements of national nutrition policy planning cycles including programming, budgeting, results-based management, monitoring, reporting and evaluation.
  • Working experience in project/programme management is an asset.
  • Broad or specialized knowledge of knowledge management, learning and development best practices, techniques, and processes with some understanding of the basic theoretical background.
  • Demonstrated project management skills
  • Ability to build simple learning resources and knowledge management tools using standard authoring tools is desirable
  • Ability to deduct lessons learnt in nutrition; and share them effectively to improve programme quality and effectiveness
  • Ability to work effectively with and keep up to date on learning and development technology. Understanding and experience of developing blended learning solutions
  • Flexibility and initiative, and ability to deliver high-quality results often under tight timeframes.
  • Solid verbal and written communication skills required to present and facilitate sessions.
  • Ability to identify needs and match them to appropriate solutions

TERMS AND CONDITIONS

A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
