Background: The Johanniter is a German Non-Governmental organization, dedicated to excellence in the field of first aid, ambulance service, social service programs and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development cooperation and emergency relief, implementing and supporting mostly health projects worldwide. (www.johanniter.de) Johanniter International Assistance is active in the Middle East for many years and opened its office in Amman in 2012. The Programs in the region are focusing on the provision of health care, psychosocial support, people with disabilities, livelihood and WASH. The Program Quality and Partnership Officer will be based in Amman, Jordan. S/He may be requested to travel to different country programs in the Middle East Region defending the needs and security situation. The Program Quality and Partnership Officer will support the activities of Johanniter International Assistance in the region focusing on the area of quality program development/implementation, documentation, planning, monitoring and evaluation, reporting, and compliance. S/HE will maintain a close and positive relationship and will support the partners in their capacity development. S/HE will work in coordination with he/his supervisor, the Head of Strategy, Planning, Evaluation, and Guidance, based in Amman. Reporting lines Reporting to: Senior Programme Manager – Strategic Planning and Learning Unit (First level of supervisor) Supervising: None at the moment Gives technical advice to: Partners Receives technical advice from: Head of Mission, and members of the Senior Management Team, Global Strategy and Learning Advisor, Global PMEL and Partnerships Advisor Standing in for: other Technical Advisors/ PMEL Officer
Tasks
Strategy and Vision:
* Actively supports the values of Johanniter and thus shapes the program work accordingly to those values.
* Contributes to the implementation of the global strategy of Johanniter International Assistance.
* Contributes to the development, maintenance and review of the strategy and strategic vision of the country office aligned to the global Johanniter strategy.
* Support the change processes and roll out new ways of working to achieve the regional country strategy.
Program Quality and Management:
* Lead in needs analysis and writing the reports from the data shared by PMEL unit /Country teams/Partners. * Contributes to ensuring participation of beneficiaries in the designing, implementation and monitoring of the programs through partner organizations.
* Ensures that the program quality meets the minimum standards across our programs.
* Travel to all project sites as and when required.
* Work closely with the Program Manager to ensure quality framework standards are met and procedures are followed throughout the project cycle.
* Shares technical and operational guidelines for projects as needed in coordination with Technical advisors, PMEL Officer and SPM- Programme Strategy and Learning.
Community Feedback /Complaint Response Mechanism
* Establish and manage the complaint and feedback mechanism for all projects and with all our project partners in the region.
* Build staff awareness and commitment to a complaints mechanism, ensuring that all SOPs are respected.
* Refer program-specific complaints to Programme Managers and PMEL Officers for follow-up.
* Ensure regular maintenance of complaints and feedback database/ information System and ensure information is shared on a regular basis.
* Advice Programme Manager to carry out regular community feedback functions, ensuring that all SOPs are respected.
* Support Programme Support Officer in the maintenance of an effective record and filing system for all complaints solved and pending issues including correspondences.
* Support PMEL Officer to lodge all feedback, complaints and response in the CFM database.
* Support to ensure complaints are closed within the appropriate timeframe including those reported from the Johanniter site (reported by HQ).
* Ensure that accurate information is provided to the subject beneficiary matter and other related ongoing activities. Ensure accurate recording of all the data related to the beneficiary.
* Submit internal, and accurate reports to Programme Managers/ Head of Mission. The reports will be submitted regularly according to the urgency of the complaint; include monthly recommendations, if needed, to the Program Manager/ Head of Mission as received.
* Accurately refer cases internally within the unit/Head of Mission, based on the SOPs set for referral systems within Johanniter, with the support of the MEAL Officer.
* Ensure all documents and actions taken are documented, and feedback is given back to the beneficiaries.
* Manage the complaint and feedback mechanism in accordance with the regional mission specific to AAP and CHS commitments.
Partnership:
* Works with the Global PMEL and Partnerships Advisor to develop, implement, monitor compliance and share best practices in relation to Johanniter’s partnership standard, procedures and tools within the Quality Framework and ensure these are aligned with Johanniter’s localization principles and ambition. * Engage with other functions leads to ensuring mainstreaming and integration of partnerships and partner risk and partner feedback across business functions and systems, particularly grant Management, Humanitarian Response, Project Management, and Risk Management, safeguarding and fraud. * Advice on partnership modality ensuring their participation in the design and implementation of area and sector based on JIA‘s programmatic objectives. * Advice and Support in capacity building and provides guidance to projects’ partners.
* Support the program managers in analyzing monthly reports from the partners, and reviewing and refining the relevant reports.
* Advises and supports the pre-and post-project assessments in coordination with PM&E/ Program Manager and project partners.
* Support the facilitation of the projects’ orientation/ start-up workshops for Implementing Partners.
* Support the strategic partnership enabler workstream as required, including overseeing the administering of the annual partner feedback survey and dissemination of findings.
* Together with partners raise their voices, profiles and best practice on internal and external communication sites (in coordination with PSO and Communication unit in HQ), work closely with Programme Managers, and the Partnership Working Group and encourages others to do so.
Person Specification
Professional Qualification and Experience: * Bachelor’s degree in a relevant field, preferably in an area of Social Development, Gender, Human Rights, etc., or relevant experience.
* At least 3-5 years of experience in an NGO environment, including experience directing and implementing programs in both emergency and development contexts, preferably with solid experience in more than one of Johanniter's priority sectors: health, Food Security, climate change adaptations, protection, emergencies.
* Experience in working with partner organizations in humanitarian or development set-
* A general appreciation of issues concerning the NGO sector, both development and humanitarian.
