*The Program/Department Summary

* The Informal Livelihoods Advancement Activity (IQLAA) is a five- year activity that aims to put Jordanian Micro and Small Enterprises (MSEs) on a path to recovery after the extraordinary crisis that the businesses have faced, help them access the safety net measures in Jordan, and, most importantly, regain productivity and growth. Mercy Corps approach to IQLAA integrates direct assistance with market systems development (MSD) interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge from the COVID-19 crisis stronger and more resilient, transformed through new ways of doing business and improved access to finance, markets, and services. Understanding that women, youth, and people living with disabilities (PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse a Gender, Youth and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps approach is committed to supporting MSEs build back, formalize, and grow, emphasizing systems-level change, equitable opportunities, and a dignified work environment for all women, men, and youth, and PLWD in Jordan.

*General Position Summary:

* The Research and Learning Lead manages the research team and will supervise the design and implementation of all activities related to conducting research and market analyses, particularly those included under component 1 of the program which will oversee research activities to inform private sector decision-making and activity design. They will coordinate with project partners to facilitate their contribution in Iqlaa's research activities. They will contribute to the vetting of subcontractors, and supervise their work, coordinate with market actors and stakeholders to ensure their participation in and their feedback on Iqlaa's research activities and will assure that the know-how is being transferred to them in regard to conduct effective research that feeds into proper decision making.

*Essential Responsibilities

Research and Partner Management
* Provide overall leadership in research project implementation and ensure quality and timeliness of research project activities, outputs and reports
* Facilitate an inclusive process with project partners as well as MSMEs. This includes leading specific workshops and events, as well as day-to-day correspondence and check-ins. * Manage and coordinate work the work of Dahlberg, and the Iqlaa research team, ensuring effective collaboration between and high-quality deliverables by each of the partners and Mercy Corps
* Manage donor communications regarding research activities, including narrative and financial reporting, as well as leading the broader external representation roles for the project * Oversee project management and donor reporting requirements to ensure program implementation meets donor expectations and regulations. Establish and maintain effective program reporting, monitoring and evaluation systems for both internal and external use. Establish and maintain effective project reporting, evaluation and communication systems. * Support program goal and objectives through the development and management of work plans by personal application and delegation of responsibility. * Ensure necessary approvals and that the research meets any other required standards or approvals. * Manage partners and field teams to ensure the timeliness and quality of the fieldwork, including providing oversight / quality assurance of primary data collection
COLLABORATION, LEARNING AND ADAPTING
* Work closely with Iqlaa’s MEL Director and CLA team on the CLA plan and learning agenda.
* Provide one-on-one support to the MEL Director, COP, DCOP and program managers (PMs) to interpret research findings and to adapt program strategies, ensuring the use of evidence to promote performance improvement and data-based decision-making among program and technical staff.
* Facilitate inclusive and gender-sensitive research processes and approaches, engaging local organizations, institutions, and women, to design and implement national- and community-level data collection tools and contribute to data analysis and meaning-making of results.
Communication and dissemination of research
* Draft full research reports, solicit and incorporate input from review team members, and produce high quality final reports for studies * Contribute to research briefs and/or other accessible summaries of studies * Support dissemination and uptake of research results among target audiences, including through organizing events and presentations

*Minimum Qualification & Transferable Skills

* * Ph.D. in economics or related discipline with minimum 2 years applied research experience (or Master’s degree with over 5 years of research experience in an economic development program or similar program)
