Job Description
Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Logistic Senior Officer
Work place: Irbid, JORDAN with movement to other Action Against Hunger offices in the country particularly Azraq.
Position Overview:
Implement the logistics policy of the mission to ensure good logistical performance and provide reliable and timely support to the programs throughout his/her zone in close collaboration with Coordination Logistics.
Responsibilities:
1) Facilitate reliable logistics support in the area of activity
-Assist the Field Coordinator in monitoring and analysing logistical indicators in his/her zone
– Assessment of the logistical capacities of his/her zone
– Support to Program Managers in the assessment of their needs
– Optimising the logistics response for his/her zone by analysing indicators, making recommendations and providing information updates
– Maintaining updates of the logistics capacity in his/her zone and planning accordingly
– Making available all logistical information needed for the elaboration of projects, training and monitoring Program Managers
2) Implement and ensure the performance of the supply chain in the field
– In collaboration with the Supply Manager, ensuring conformity with ACF procedures at each stage of the supply chain.
– Performance in respect of costs, quality and timeliness in the supply chain (purchasing, transport, stock) throughout his/her zone.
– Advice, information and alerts on the processing of requests to the requesters
– Comprehensive knowledge of the market in his/her zone
– Timely and high quality reporting on his/her area of activity (Monthly Logistics Reporting).
– Putting in place ACF logistical procedures and training and supervising both internal clients and external suppliers/service providers in the application of these procedures.
– Contributing to the development and follow up of Project Procurement Plan throughout the projects cycle.
– Establishing the Treasury Forecast.
– Managing and processing PRs as needed in coordination with the Logistics Officer
– Putting in place and arranging for purchases in a timely manner and in accordance with the ACF procedures applying to each purchase (goods, tasks, services, premises)
– Negotiation and selection of suppliers as needed
– Controlling deliveries to bases and programs as needed.
– Supervise stock management (storage conditions, reporting, expiry dates) and stock movements.
– Collecting data on the market and local suppliers
– Ensuring comprehensive archiving for all logistics processes in accordance with procedures
3) Implement and ensure the performance of facilities and fleet management
– Contributing to safety of the working environment.
– Provision and maintenance of logistical and IT equipment
– Security of logistical equipment, training and assistance to users
– Supervision of the building, rehabilitation and maintenance required for the functioning of the base.
– provision of water and energy supplies to all buildings required for the functioning of the base.
– timely and high quality reporting on his/her area of activity
– Undertaking or supervising the installation, maintenance and repair of logistical equipment
– Maintaining the equipment list at the base in coordination with the General Services Officer at Coordination Office
– Assessing the needs for logistical equipment and ensuring proportional allocation in consultation with Coordination Office
– Carrying out an inventory and reporting on the state of repairs of property on arrival and departure
– Supervision of the energy sources and vehicle fleet management : maintenance, planning, monitoring costs, administrative aspects (insurance, documentation)
– Supervision of security guards and drivers
– Assisted by Azraq Logistics Assistant, manage field fleet including but not limited to:
· Identifying monthly fleet requirements.
· Ensure fleet guidelines implementation.
· Ensure drivers respects to code of conduct.
· Receive and organize movement requests (Mainly IRBID Based FLEET).
· Manage and document drivers’ performance.
· Report difficulties with drivers’ performance to the designated focal point.
· Any other fleet related tasks.
4) Implement and ensure the performance of information and communication technology and network management
– Contributing to the set up and efficient operation of the means of communication (voice and data) in accordance with ACF standards
– the security of both equipment and its users
– Contributing to training and support to users
– Contributing to rationalisation of the costs of equipment utilisation
– Undertaking or supervising the installation, maintenance and repair of equipment
– Maintaining the equipment list in collaboration with the General Services Officer in Amman and the ICT Manager
– Contributing to putting in place rules for the use of equipment and ensuring they are observed in accordance with established procedures
– Performing basic IT troubleshooting/configuration in collaboration with the ICT team.
5) Supporting the Field Coordinator in setting in place and following up collaboration and coordination in logistics with the mission's partners
– Analysing the risks in logistical matters and formulating recommendations concerning the selection of partners
– Implementing and monitoring the modes of logistics management in the framework of joint projects
– Establishing with the partner the logistical aspects of partnership conventions and agreements
– Ensuring that the undertakings of ACF and its partners on logistics matters are respected
– Playing a role in consolidating the capacities of partners where a need is identified
– At base level, taking full advantage of all innovative practices in the management of partnerships
6) Manage the Logistics team in the field (Azraq and IRBID).
– Day-to-day management of his/her team (guidance, follow-up, motivation, coaching and mentoring )
– Evaluating the performance and developing the skills of his/her team members
– Taking part in the recruitment of his/her teams
– Organising and leading team meetings
– Working out and monitoring individual action plans for team members
– Managing planning operations, task sharing and coordination of work
– Providing for evaluation interviews for team members
– Providing technical support to the teams
– Identifying the training needs of team members
– Devising, organising and leading training sessions
– Managing difficulties in the team
– Facilitating teams development plans
– Coordinating with Logistics department at Coordination on needs and division of tasks and all related matters
7) Fulfil general responsibilities and contribute to broader Action Against Hunger Jordan operational quality and consistency
– Maintain the confidentiality of all sensitive information at all times
– Perform other job related tasks as requested by the supervisor
– Commit to and comply with the organisation’s gender, age, and diversity principles and policies (working with people, communication)
– Support on the implementation and the promotion of gender, age and diversity principles through daily activities and or through the management of their teams (Managing performance & development)
Skills
- Experience in logistics or supply chain and fleet management required.
- Familiar with ICT and Assets Management.
- Knowledge of standard logistics, financial, and HR good practices and procedures
- Highly strong computer and communication equipment skills.
- Excellent intercultural, interpersonal, organisational, prioritising, and communication skills
- Strong planning and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
- High capacity of work, able to overcome stress and work under pressure, with high degree of flexibility
- Highly autonomous, organised, reliable and self-motivated.
- Diplomatic and tactful, professional and transparent
- Excellent /strong negotiation, presentation and representation skills.
- Ability to train and deliver technical support
- Solution-oriented working style
- Systematic, client oriented, able to consistently refer to policies and SoPs.
- Base understanding of Age, Gender, and Diversity principles
Education:
Bachelor’s degree or equivalent in logistics, supply chain, Industrial engineering, or related field complemented by significant experience in supply chain and fleet management
Professional experience requested:
- Minimum 3 years of experience in the same or similar position (Senior Logistics Officer), field-based experience will be a plus.
- Minimum of 3 years of experience in Supply Chain and Fleet Management.
- Minimum of 1 year experience in managing large teams.
- Previous experience in programme implementation or admin will be a plus but not mandatory.
- Experience working in developing and urban contexts.
- Experience with contributing to policy development and implementation
- IT experience would be a plus but not mandatory.
Language Level : Excellent level of English & Arabic
