MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:

  1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;
  2. Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance;
  3. Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.

The current intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.

OBJECTIVES OF THE POSITION

Reporting to the Regional Logistics Manager and in collaboration with the Hub Manager, the Field/Hub Logistics Manager ensures the efficient management of logistical resources for the hub for which s/he is responsible. S/he is the logistics focal point for the Regional Logistics Manager and the Hub Manager and as such informs him/her of any problems and suggests solutions within his/her scope of responsibility.

S/he participates actively in the phased re-organisation of HI in the field as part of the ROOTS project. S/he is a key player in the rollout and implementation of HI’s logistics standards in the hub for which s/he is responsible, consisting in a reworking of the positioning of logistics at HI and the assertion of the principle of the professional channel.

MAIN RESPONSABILITIES

1) Strategy and Steering

Steers logistics strategy and functioning through the active promotion of HI’s institutional policy and the optimisation of our resources

  • STRATOP: contributes towards the drafting, revision and implementation of operational strategy (StratOp) within his/her scope of responsibility including the annual planning of its implementation.
  • RISKS: produces and updates the risk map covering his/her scope of responsibility; proposes and implements risk mitigation measures.
  • NCIDENTS: contributes to incident reporting within his/her scope of responsibility.
  • INDICATORS: produces, compiles and analyses dashboard data including the annual StratOp indicators review.
  • REPRESENTATION: represents HI externally on logistics matters concerning his/her hub area (e.g. forums, operational and strategic alliances); ensures the development of local partnerships necessary to the development of his/her scope of activity.

2) Standards and Accountability

  • STANDARDS: ensures respect and application of HI standards for the whole of his/her professional sector, with regard to policy, processes and tools on his/her scope of activity.
  • INTERNAL CONTROL: oversees internal control for his/her whole area of responsibility.
  • ACCOUNTABILITY: guarantees compliance with and application of institutional donor rules on all the projects implemented within his/her scope of responsibility.**3) Management**
  • Fosters a team spirit and team works to ensure the necessary synergies within the department.
  • Encourages the exchange of practices within and between divisions / missions if applicable.
  • Contributes towards the professional development of his/her team members: sets individual objectives, ensures that the know-how and motivations of his/her staff meet the organisation’s needs.
  • Contributes towards the professional capacities of partners under s/he scope of work and area of implementation.
  • Insure individual and collective coordination and recognition of its team; insure regular follow up of the logistics team on their responsibilities and accountability towards operations.
  • Develop and include in annual planning the environmental agenda e.g. recycling, energy, water reduction etc. and support / guide referent managers to drive down carbon emissions and create sustainable working environment.
  • Develops his/her staff‘s ability to work autonomously.

4) Operational Logistics Management

4.1 Diagnosis phase – Context analysis:

  • Identifies regulatory requirements (donors, transport, customs, etc.) in collaboration with the Regional Logistics Manager.
  • Analyses the logistical context of the hub (Logistics Capacity Assessment, Logistical issues chart).
  • Deployment of logistics standards and LINK in the hub and ensure the timely diffusion of the information with Regional Logistics Manager.

4.2 Design phase – Resources planning:

  • Designs an adapted logistics chain for each project (costs, quality, and lead times); contributes towards the development of the project’s activities timeline.
  • Helps define the material resources needed to ensure the feasibility of the project.
  • Defines the impact of project requirements on the budget; Anticipates derogations.
  • Structures the human resources concerned by logistics.

4.3 Launch phase – Supply planning:

  • Define the supply plan needed to ensure smooth implementation of the projects.
  • Control that the means necessary for the movement of goods over the project have been planned.
  • Ensures smooth coordination with the programme, finance and management department at the hub level to ensure that partners are able to deliver goods and respond to the project’s needs.

4.4 Implementation phase – Coordination:

  • Ensure the implementation of the defined supply plan.
  • Adjust/ Update the supply plan after every project review.

4.5 Closure phase: Guarantee the effective follow up on:

  • Managing the sending back of archives to the Regional Office in Amman;
  • Taking part in the return/donation of equipment;
  • Taking part in the preparation of donor reports;

5) Emergency Preparedness and Response

Is responsible for providing appropriate support to emergency responses occurring within his/her geographical scope

  • Takes part in analysing the capacity of logistics team both at the hub and the partners’ level to respond to emergencies;
  • Contributes towards identifying preparedness measures in liaison with the Regional Logistics Manager; implements these measures;
  • In the event of an emergency response, propose mobilisation and adaptations of his/her department and its processes: size of the team, line-management, coordination and communication mechanisms, ARCI, reporting, etc.;
  • Strengthens external coordination with colleagues from other organisations

6) Professional Channel Development

Leads the professional channel of the logistics sector within his/her scope and helps to do so for the organisation as whole

  • Contributes towards the professional development of the Logistics sector globally (community of practice);
  • Embodies and transmits HI’s values, ensures respect of its code of conduct and institutional policies and is vigilant with regard to expected attitudes and individual and collective behaviours.

REQUIREMENTS

Education and experience:

  • Education Certificate in a relevant Field; Industrial Engineering, Supply Chain/ Logistics or Business Administration.
  • 5 years working experience in the same field **
  • 1 year experience working with a Non-Governmental Organization
  • Remote management experience is an asset
