TITLE: Director – Survivor Services

LOCATION: Amman, Jordan

REPORTS TO: Deputy Chief of Party

ABA ROLI is a non-profit program that implements legal reform programs in roughly 40 countries around the world. In addition ABA ROLI has nearly 400 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.

JOB SUMMARY

ABA ROLI seeks qualified candidates for the role, Director – Survivor Services for the anticipated USAID-funded proposal aimed at enhancing the availability and quality of essential protection and social services to women who are at risk of, or survivors of, domestic violence. The Director – Survivor Services will lead the team working to improve human resource capacity for survivor-centered service delivery. Employment is contingent upon the award, as well as USAID approval of the finalist.

RESPONSIBILITIES

  • The Director – Survivor Services will provide day-to-day management, coordination and oversight to the team implementing activities aimed at improving human resource capacity for survivor-centric services among the judiciary and legal professionals, law enforcement, healthcare professionals, civil society actors, social workers, and shelter staff.
  • Lead a mapping exercise to identify training and capacity building that has already taken place and assess what approaches have been the most impactful for the different stakeholders.
  • Ensure capacity interventions are designed based on the findings of the mapping exercise and are suitable for the needs of adult learners.
  • Ensure capacity development activities are implemented in a timely manner and comply with project and donor requirements.
  • Work with project stakeholders to develop existing or create new monitoring and complaint mechanisms to aim to increase accountability among domestic violence service providers and improve the quality of services offered.
  • Strengthen networking and cooperation among government and non-government service providers.
  • Work with teams across the project to ensure that activities are strategic and well-coordinated.
  • Coordinate with local and international partners on the development, design, and implementation of project activities.
  • Work closely with the DCOP, COP and other component directors to monitor, identify, and overcome any challenges in implementation.
  • Monitor international trends and best practice related to domestic violence service provision and report on them to DCOP and other project personnel as appropriate.
  • Oversee the collection of quantitative and qualitative data for monitoring, evaluation and learning purposes and contribute to quarterly and annual reporting.

MINIMUM QUALIFICATIONS

  • At least ten (10) years of progressively senior experience in donor, national or civil society programming on domestic violence services.
  • Demonstrated experience incorporating trauma-informed and survivor-centered approaches into domestic violence services.
  • Prior experience developing interactive and participatory training programs aimed at strengthening the quality of domestic violence service provision and prior experience using other approaches and modalities to capacity development.
  • Prior experience designing and deploying staff wellness and resiliency programs.
  • Demonstrated experience supporting monitoring, evaluation, research and learning processes.
  • And Demonstrated experience managing large scale projects and activities, including strategic planning.
  • Experience working on USAID awards and demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
  • Bachelor of Arts from an accredited university in public health or related field is required and master’s degree preferred.
  • Experience working on justice sector reform is an asset.
  • Fluency (written and oral) in English.
  • Prior experience working on gender-based violence in MENA.
  • Excellent written and verbal communication skills.
  • Enthusiastic and proactive approach to building partnerships with internal and external project stakeholders, including senior government representatives.
