JOB DESCRIPTION

JOB TITLE: Livelihoods Coordinator

Reporting to: Programme Manager

DEPARTMENT: Programmes

LOCATION: Amman, with frequent travel to other Field Offices.

Salary: 1200 JOD

ORGANISATIONAL PURPOSE:

Islamic Relief Worldwide (IRW) is an international relief and development charity which envisages a canning world where people unite to respond to the suffering of others, empowering them to fulfill their potential, and independent Non-Governmental Organization (INGO) founded in the UK in 1984, and working in Jordan since 1997.Islamic Relief works with communities to strengthen their resilience to disasters, and we provide vital emergency aid when disasters occur. We help poor people to access basic services, including education, water and sanitation, as well as healthcare. We provide lasting routes out of poverty through our sustainable livelihoods schemes. Our integrated approach to development is transforming communities worldwide. We tackle the root causes of poverty and make sure that the world’s most vulnerable people have a strong voice and real influence in both our programmes and advocacy. Islamic Relief is also a policy leader on Islamic humanitarianism, and our research programmes develop distinctive, practical approaches to the key issues that are affecting our world today.

JOB PURPOSE AND OVERALL RESPONSIBILITIES:

Under the guidance of the Head of Programmes and Programme Manager, the Livelihoods Coordinator is responsible for the overall implementation of Livelihoods Intervention Interventions.

KEY RESPONSIBILITIES:

Provide leadership and strategic direction to all aspects of IR Jordan livelihoods-based interventions with a focus on vulnerable groups.  

Take overall lead on economic empowerment programmes and managing the implementation of the existing projects and lead the development of the livelihoods programme including cash-based interventions.

Develop a livelihoods’ strategy for IRJ office programming considering previous best practices, principles targeting for the right holders and carrying-out relevant assessments and ensuring funding opportunities pursued.

Provide technical advice to IRJ and the livelihoods team, with a strong focus on coaching, mentoring and capacity building to develop technical and operational expertise of the IRJ programme teams.

Coordinate and/or lead relevant economic & markets assessment (including projects’ baseline assessments) and adopting established acknowledged minimum standards & best practices.

Work closely with the Head of Programmes and other programme team members, support fundraising, including development of high-quality concept notes and proposals, and institutional donor engagement.

Support in formulating the country office programmes and strategy that is grounded on Jordan Response Plan and national priorities and in line with Jordan development strategic plans.

Ensure production and timely dissemination of high quality, analytical reports, supply of regular situation reports, and collection, analysis and dissemination of relevant information and data relevant to the response.

Ensure gender, protection and inclusion considered across all livelihoods programming.

Conduct frequent visits to project sites for monitoring purposes

Perform any other task or assignments requested by the line manager and provide needed support.

Prepare and monitor programme budgets, ensuring effective financial and budgetary control of interventions according to IR and donor guidelines.

Team Management

Manage Livelihoods Programme team, including providing leadership, mentoring and coaching

Lead the identification and facilitation of capacity building opportunities for IRJ programme staff and partners.

Representation and Coordination

Ensure effective representation of IR Jordan’s programmes to local authorities, donors, working groups, clusters, task forces, and other stakeholders.

Coordinate referral activities within IRJ, between IRJ and other I/NGO’s

Promote the integration of livelihoods interventions with other IRJ sectors and programming

Participate in visits by donors as requested

Reporting and documentation

Manage the follow up with beneficiaries and ensure required documentation is maintained as per IR guidelines.

Maintain report submission rate (Narrative and Financial) as per IRW and donor deadlines, ensuring high quality

Ensure regular programme updates are captured and communicated.

Provides regular updates and reports on progress in areas or responsibility and escalates risks and challenges ongoing and anticipated as appropriate.

Required Qualifications:

University degree in social sciences/agriculture/economics/community development or any other related field. Relevant Post graduate studies in the field of project planning and management, public administration, gender studies, Food security and Livelihood programming, proposal writing are considered as an advantage.

Proven experience in development/livelihoods programmes in the region or significant related cash-based interventions and modalities work experience.

Minimum 5-6 years of experience increasingly responsible experience in international NGOs working in project management, leading aspects of economic empowerment and livelihoods programmes with providing technical expertise.

Experience of developing and leading teams in high demanding environments.

Excellent written and verbal communications skills in Arabic and English.

Ability to plan, prioritise, implement and meet targets in a pressurised environment whilst producing efficient work with minimum support.

Technical knowledge Skills & abilities:

Good knowledge of current humanitarian policy issues and the international humanitarian context.

Knowledge of key development/Humanitarian donors engaged in Syrian response programmes (i.e. UNOCHA, SIDA, UNDP, UNHCR, etc.), and of procedures, accountability frameworks and best practices.

Good knowledge of gender, protection and inclusion issues in Jordan local contexts.

Strong projects development, design and monitoring skills.

Good understanding of international humanitarian principles and standards including CHS, SPHERE, ICRC Code of Conduct etc

Report writing, problem solving and leaderships kills.

Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities; 

Knowledge and experience of Cash and Voucher Programming would be an asset.

Personal knowledge Skills & abilities:

Diplomacy, tact & negotiation skills.

Able to communicate effectively both orally and in writing with employees at all levels within the organisation and also externally.

Willingness to work flexibly and outside normal office hours as and when required for humanitarian emergency response

Developing and maintaining relationships:

Good team management skills and the ability to lead a team from different background and skills.

Very good verbal and written communications skills and the ability to relate to people from all backgrounds.

High-level interpersonal, influencing and communications skills.

Consistently approaches work with energy and a positive, constructive attitude.

Managing yourself in a pressured and changing environment:

Demonstrated ability at being flexible and adapt to changing situations.

The ability to remain calm while dealing with conflicting priorities and working under pressure.
