Responsibilities

1. Roles and Responsibilities

The Monitoring and Evaluation, Accountability and Learning (MEAL) unit supports management in measuring the outcome and impact of their intervention, and using the learning to improve quality and relevance of their programming. The main objective of the M&E Coordination (Information Management Coordinator/Developer) is to contribute to the development and maintenance of solutions to manage data flow from collection to analysis, reporting and storing for easy access across NRC’s operations in Jordan. The position will contribute to this objective through using existing local and cloud platforms and tools available globally within NRC (such as SuiteCRM  & AWS) and developing new digital solutions and rolling them out maintaining data protection (in respect to GDPR) as per the existing policies at all times. ICT support includes maintaining locally hosted databases and web services, conducting backups and necessary updates to information system to meet new functional requirements or system security updates.

Generic responsibilities

1. Adherence to NRC policies, guidance and procedures

2. Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.

3. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.

4. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.

5. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.

6. Contribute to organisational learning through supporting specific analysis, lessons learned and reports.

7. Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.

8. Supervise and mentor M&E support staff in executing M&E plans.

9. Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs

10. Promote the rights of internally displaced/returnees in line with the advocacy strategy. Contribute to the development of Core Competency strategy, Micro Log Frame, and Plan of action.

  1. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities

  • Engage with the relevant teams across programs, ICT and support units to define requirements, validate assumptions, and test prototypes during development of the assigned IM projects.
  • Conduct Databases design and management, develop new software \ webservices to meet business needs, and conduct updates on locally hosted information systems to meet new functional requirements, and security upgrades \ updates.
  • Research, identify, evaluate, develop and/or adopt data management tools and platforms to meet programme requirements.
  • Design and build online information management systems for the assigned projects in line with NRC global initiatives (such as CORE), primarily through configuration of cloud-based platforms (e.g. Dynamics 365) but also developing custom pieces of software when needed.
  • Prepare technical documentation and specifications on a regular basis as well as develop and roll out Standard Operating Procedures (SOPs) for Information Management systems adhering to data protection policies and practices.
  • Create user testing plans, prepare instructional and training material, and provide user support remotely or in-person.
  • Communicate with partners, consultants, and service providers as needed.
  • Contribute to ensuring that Information Management systems are up-to-date with latest indicators, targets and results. In additionto the development of dashboards as required by different program teams for better presentation of the data analysis findings. Respond to ad hoc data requests from Project Manager and Specialists.

ICT –

  •  Manage Locally hosted webservices, databases, and applications: conduct backups and restore, add new users , grant access. And Build new webservices , databases , or applications following ICT HO and Amman approval, and D-Team. In alignment with regional and global NRC ICT strategy, information security, and DPGR.
  • Build a roadmap for  current locally hosted services, and hosted on cloud. (iPage, AWS, etc), and update technical reports.
  • Conduct software development and database development for NRC services, to update current systems to meet new functional requirements, or to secure interfaces and connections.
  • Build a plan for migrating current systems to cloud solutions (Core, Backbone, AWS, or iPage)
  • Retire legacy systems , after building a restore point, and provide full technical documentations.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are

  • M&E department

Others:

  • Knowledge in VMware V-sphere environment
  • Knowledge in Linux environment: Untangle FW , Ubuntu, iRedMail,
  • Proven experience in software and database development (PHP, MySQL, Apache, SuiteCRM, )

Qualifications

2. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

Generic professional competencies for this position:

  • Minimum 3 years of relevant experience within field of expertise.
  • (M&E & Software and Database Development) Technical specific knowledge from the humanitarian sector.
  • Previous experience from working in complex and volatile contexts.
  • Documented technical competencies related to the position’s responsibilities.
  •  Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal.

Context/specific skills, knowledge and experience:

Qualification requirement: Bachelor degree or higher

Years of Experience: 3

  • Solid knowledge and experience in relational database design and adaptation practices. Knowledge of SQL Server databases is an asset.
  • Strong skills in full-stack web/windows development (backend and frontend) using various tools and programming languages. Advanced proficiency with at least one language or web framework is required.
  • Excellent knowledge of the MS Excel and MS Access.
  • Intermediate knowledge and experience in server and cloud administration.
  •  Experience with Microsoft Dynamics 365 administration and development is highly desirable. Familiarity with enterprise information systems in general, and especially CRM and ERP, is .
  • Strong skills in data processing and analysis: data cleaning and munging; data visualization and
  • reporting techniques.
  • Knowledge of GIS software (QGIS, ArcGIS or alike) is an asset
  • Ability to communicate ICT concept effectively to a non-technical audience.
  • Fluency in Arabic and English, both spoken and written is required. Other languages are an asset.

We can offer:

- Contract: till end of June 2022 and it is renewable based on performance and fund
