1. Roles and Responsibilities
The Monitoring and Evaluation, Accountability and Learning (MEAL) unit supports management in measuring the outcome and impact of their intervention, and using the learning to improve quality and relevance of their programming. The main objective of the M&E Coordination (Information Management Coordinator/Developer) is to contribute to the development and maintenance of solutions to manage data flow from collection to analysis, reporting and storing for easy access across NRC’s operations in Jordan. The position will contribute to this objective through using existing local and cloud platforms and tools available globally within NRC (such as SuiteCRM & AWS) and developing new digital solutions and rolling them out maintaining data protection (in respect to GDPR) as per the existing policies at all times. ICT support includes maintaining locally hosted databases and web services, conducting backups and necessary updates to information system to meet new functional requirements or system security updates.
Generic responsibilities
1. Adherence to NRC policies, guidance and procedures
2. Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
3. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
4. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
5. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
6. Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
7. Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
8. Supervise and mentor M&E support staff in executing M&E plans.
9. Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs
10. Promote the rights of internally displaced/returnees in line with the advocacy strategy. Contribute to the development of Core Competency strategy, Micro Log Frame, and Plan of action.
